Dear Mr. Funderburg, <br /> I live directly adjacent to the Munn & Perkins Gravel Plant and Processing <br /> Facility. During the last extended night hours of operations, the plant was <br /> not only a major noise nuisance which kept me awake, but I feel it was also <br /> a major public health concern. <br /> During these night hours, I was up several nights irrigating my ranch. Not <br /> only was the smell from the rubberized asphalt heavy in the air all over the <br /> entire area, it burned my eyes as well as my throat. During this time, my <br /> farm workers who come to work at 5:oo a.m., also complained of the same <br /> symptoms as they too experienced the awful fumes, and the stinging and <br /> burning in their eyes and throats. <br /> It is a major concern that on the published EIR, the plant admits and <br /> acknowledges the noise and odor impacts that occur, yet they say they <br /> cannot be mitigated. This makes me wonder how the Commission could <br /> even consider that issuing this permit "shall not be significantly detrimental <br /> to the public health, safety or be injurious to the property or improvements <br /> in the vicinity" which is a required finding in order to issue this permit. <br /> I request that this letter be included in the upcoming hearing for this <br /> application. <br /> Joseph and Jessica Adrian <br /> 26554 E.
