a <br /> EXECUTIVE SUMMARY <br /> Introduction <br /> The proposed project would allow the Munn and Perkins Quarry to extend their regular operating <br /> hours to accommodate night time road paving projects. Munn and Perkins (the applicant)has <br /> submitted a Revisions of Approved Actions Application to amend San Joaquin County Ordinance <br /> Requirement No.4 of a previously approved Quarry Excavation Permit(QX-89-0002). San Joaquin <br /> i County Ordinance Requirement No.4 states: "The hours of operation with the exception of periods <br /> of declared National, State, or County emergency,daily operations will be restricted to the period <br />! <br /> between 5:00 a.m. and 9:00 p.m.'.' <br /> The Revisions of Approved Actions request is to extend the hours of operation from 9:00 p.m.to <br /> ` •-- 5.00 a.m. for projects that contain specifications that limit work to nighttime hours. The number <br /> of extended nights will not exceed 125 nights per year provided there are no unexpected delays in <br /> construction work.Nighttime work will be limited to the asphalt batch plant,loaders,trucks including <br /> "-s a water truck,and scale house.Excavation activities and the crushing of rock will not be permitted <br /> during the expanded nighttime hours of 9:00 p.m.to 5:00 a.m.The Revisions of Approved Actions <br /> t 3 request will not remove any of the existing other previously approved conditions of approval <br /> -�' including the Reclamation Plan. <br /> Issues of Concern <br /> An Initial Study/Mitigated Negative Declaration(IS/MND)was originally prepared for the proposed <br /> project;however the applicant voluntarily pulled the MND from consideration when numerous <br /> comments were received from neighboring properties expressing concern over the potential for <br /> r noise from night time operations,odor from the asphalt batch plant,and dust generation from existing <br /> operations.Due to the issues raised after release of the MND,it was determined that an Environmental <br /> Impact Report(EIR)should be prepared for the proposed Munn&Perkins Quarry Project. <br /> J Pursuant to CEQA Guidelines Section 15082(a),the County circulated a Notice of Preparation(NOP) <br /> 1 for this EIR on January 26, 2011, for a 30-day public review period that concluded on February <br /> 1 27, 2011. The NOP was circulated to the public, interested parties, and local, state, and federal <br /> agencies. Its purpose was to inform the interested parties that the proposed project could have <br /> significant effects on the environment and to solicit their comments. The NOP is included as <br /> Appendix A of the EIR.One comment letter from Caltrans was received during the NOP comment <br /> period(see Appendix B).As noted above,the following issues were identified through this process: <br /> Munn 8 Perkins Quarry Excavation Permit ES-1 ESA/211086 <br /> Draft EIR April 2011 <br />
