1.Introduction <br /> federal agencies. Its purpose was to inform the interested parties that the proposed project could <br /> have significant effects on the environment and to solicit their comments. The NOP is included <br /> as Appendix A of the EIR. <br /> One comment letter from Caltrans was received during the NOP comment period(see Appendix <br /> ;,. B). Caltrans requested an analysis to determine the effects of the project on state highway <br /> facilities. <br /> -� 1.5.2 Scope of the EIR <br /> Per Public Resources Code Section 21002.1,to provide more meaningful public disclosure,reduce <br /> # the time and cost required to prepare an environmental impact report, and focus on potentially <br /> .. significant effects on the environment of a proposed project, lead agencies shall, in accordance <br /> with Section 21100, focus the discussion in the environmental impact report on those potential <br /> 1~1 effects on the environment of a proposed project which the lead agency has determined are or <br /> may be significant. <br /> Based on early consultation,the initial study first prepared for the project,the NOP,and comments <br /> received on both the NOP and the proposed IS/MND,the lead agency has determined that the EIR <br /> will focus on the following environmental effects: <br /> .� • Lighting(Section 3.1, Visual and Lighting) <br /> • Traffic(Section 3.2,Traffic and Circulation) <br /> • Odor(Section 3.3,Air Quality, Climate Change and Odor <br /> • Truck Noise(Section 3.4,Noise) <br /> The following issues were determined to have a less than significant impact and will not be the <br /> subject of further analysis.
