Munn&Perkins Quarry Excavation Permit <br /> b) provides a representative sampling of the scenic diversity within the <br /> County; <br /> c) exhibits unusual natural or man-made features of interest; <br /> d) provides opportunities to view activities outside the normal routine <br /> of most people; <br /> e) provides a route for people to view the Delta waterways,and <br /> f) links two scenic routes or connects with scenic routes of cities or <br /> other counties. <br /> Policy 13: Development proposals along scenic routes shall not detract from the <br /> visual and recreational experience. <br /> River Road is identified on Figure VI-2 in the San Joaquin County General.Plan 2010 as a <br /> recognized scenic route. <br /> San Joaquin County Development Title 9 (Zoning) <br /> Title 9 of the San Joaquin County Development Title is intended to serve as the basis for all land <br /> use regulations adopted by the County. The one applicable regulation for the project related to <br /> aesthetics is in the Landscaping,Fencing, and Screening standards, Section 9-1020(San Joaquin <br /> County,2010).For industrial projects, all areas of the site not used for buildings, parking, <br /> driveways,walkways, approved outdoor storage areas, or other permanent facilities are to be <br /> landscaped. At a minimum, a 10-foot wide planting strip is required along adjacent streets. <br /> 3.1.3 impacts and Mitigation Measures <br /> Significance Criteria <br /> Based on the CEQA Guidelines,Appendix G,the project would be considered to have a , <br /> significant adverse visual impact if it would result in physical changes, which would: <br /> • Have a substantial adverse effect on a scenic vista; <br /> • Substantially damage scenic resources, including but not limited to,trees, rock <br /> outcroppings,and historic buildings,within a state scenic highway; <br /> • Substantially degrade the existing visual character or quality of the site and its <br /> surroundings; or <br /> • Create a new source of substantial light or glare which would adversely affect day or <br /> nighttime views in the area. <br /> The project site currently consists of the existing 142 acre Munn& Perkins Facility that has been <br /> producing construction aggregate onsite since 1957. As discussed above,views to and from the <br /> site are limited, although the nearest residence to the east has some views of the property.The <br /> proposed project consists of extending the hours of operation of the existing facility to include the <br /> hours of 9 p.m. to 5 a.m.; no physical modifications or additions will be made to existing quarry <br /> operations;therefore there will be no visual changes on the project site or in the project area.Because <br /> p <br /> Munn&Perkins Quarry Excavation Permit 3.1-4 ESA!211086 <br /> Draft EIR April 2011 <br /> I <br />
