3.1 Visual and Lighting <br /> M y <br /> no physical changes are being made to the existing facility;there will be no adverse impact on any <br />� ,Fscenic vistas and the existing visual character of the site and its surrounding will not be degraded.As <br /> described above,the project site is not visible from a state designated scenic highway, nor does <br /> it lie within a scenic vista. River Road is recognized by the County as a scenic route; however <br /> no physical modifications or additions will occur to the existing facility and there will be no <br /> adverse effect on existing views. Therefore,there is no impact related to the first three items, <br /> and they are not discussed further. <br /> Impacts and Mitigation Measures <br /> P 9 <br /> Fi <br /> Impact 3.1.1: Implementation of the project has the potential to create a new source of <br /> substantial light or glare which would adversely affect day or nighttime views in the area. <br /> This impact is considered potentially significant. <br /> Existing lighting at the plant consists of safety lighting at the processing area. The San Joaquin <br /> County Department of Public Works has expressed the need for additional traffic safety lighting <br /> at the plant entrance.Additional safety lighting at the plant entrance on East River Road would be <br /> ' the only additional lighting on the project site.Residential land uses are particularly sensitive to <br /> ^� new light sources,however,there are no residences or other sensitive receptors near the project <br /> entrance that would be substantially affected by the addition of safety lighting. One rural residence <br /> to the east has a partially obstructed view of the project site, however new safety lighting will <br /> -,� not be directly visible to this residence.Furthermore,because the project site is surrounded by almond <br />` orchards on all sides and because there is a long private driveway connecting the project site to East <br /> } River Road,motorists traveling along East River Road and other rural residences in the area do not <br /> have direct views of the project site.Although the lighting would not be directly visible from identified <br /> sensitive receptors,there is a potential to create a source of glare on a public street(E.River Road).River <br /> Road is a public road and recognized by the County as a scenic route;therefore,this impact is considered <br /> potentially significant. <br /> Mitigation Measures <br /> Measure 3.1.1:All outdoor lighting will be required to be fully shielded and shall adhere to <br /> j Section 9-1025.6 of the.Development Code in order to minimize any impacts resulting <br /> 4 - from outdoor lighting on adjacent properties. <br /> Impact Significance After Mitigation: The use of shielding and compliance with County <br /> standards for outdoor lighting would reduce the potential impact to less than significant. <br /> �L <br /> 3.1.4 References <br /> California Department of Transportation(Caltrans),2011.
