3.3 Air Quality and Climate Change <br /> F <br /> Policy 1: San Joaquin County,shall meet and maintain all State and national <br /> standards for air quality. <br /> Policy 2: Motor vehicle emissions shall be minimized through land use and <br /> transportation strategies,as well as by promotion of alternative fuels. <br /> Policy 3: Projects shall be designed to minimize concentrations of carbon monoxide <br /> (hot spots). <br /> rr <br /> 3.3.3 Impacts and Mitigation Measures <br /> Significance Criteria <br /> According to Appendix G of the CEQA Guidelines,a project would have a significant effect on <br /> air quality if it would: <br /> • Conflict with or obstruct implementation of the applicable air quality plan; <br /> E <br /> 0 Violate any air quality standard or contribute substantially to an existing or projected air <br /> quality violation; <br /> • Result in a cumulatively considerable net increase of any nonattainment pollutant <br /> (including releasing emissions that exceed quantitative thresholds for ozone precursors); <br /> F7 <br /> • Expose sensitive receptors to substantial pollutant concentrations; <br /> • Create objectionable odors affecting a substantial number of people; <br /> I <br /> • Generate GHG emissions, either directly or indirectly,that may have a significant impact <br /> on the environment;or <br /> 4� • Conflict with an applicable plan, policy,or regulation adopted for the purpose of <br /> reducing the emissions of GHG. <br /> Approach to Analysis <br /> Criteria Pollutants, Toxic Air Contaminants, and Greenhouse Gases <br /> Significance criteria one through four, six,and seven regarding criteria air pollutants,TACs, and <br /> GHGs will not be,analyzed further since the project(extending quarry operating hours)would not <br /> increase the geographic footprint of the operation,and would not increase the maximum daily or <br /> annual production limits.Thus, since the overall output of operations would not change under the <br /> project,the associated emissions would also be equivalent to the existing scenario. <br /> Odors <br /> ` Regarding significance criteria five above, odorous emissions would be generated by the on-site <br /> asphalt plant,which may result in nuisance impacts during the extended nighttime hours.This section <br /> presents the methodology used for the dispersion modeling analysis of the odoriferous pollutant <br /> H2S.
