The Munn&.Perkins <br /> facility is equipped with this technology which makes it possible for the applicant to compete for <br /> jobs within the region that require the use of recycled asphalt technology whereas the facilities in <br /> Clements and Table Mountain do not. <br /> It is also unclear if these alternatives would avoid or substantially lessen any significant impacts, <br /> or just move those impacts to a different location.Certain impacts—notably air quality and greenhouse <br /> gas emissions, that are less than significant under the proposed project, may actually become <br /> i significant at an alternative location. For the reasons mentioned above, off-site alternatives have <br /> been rejected as infeasible. <br /> 4.2 Alternatives Evaluated in this EIR <br /> =.' 4.2.1 Alternative 1 - No Project Alternative <br /> y.: <br /> Description <br /> The No Project Alternative is defined as the continuation of the existing condition(baseline)and <br /> trends in the project area.This alternative would involve no action on the part of San Joaquin County <br /> or the project applicant. Under this alternative, mining and processing operations would continue <br /> to occur during the hours of 5 a.m.to 9 p.m.,and the project site would remain in its existing condition <br /> as described in Chapter 2, "Project Description," and in the setting sections of Chapter 3, <br /> ' "Environmental Setting, Impacts,and Mitigation Measures of this EIR." <br /> d*y <br /> The existing 142 acre project site has been used for producing construction grade aggregate since <br /> 1957.Existing processing of aggregate materials(sand and gravel)occurs between the hours of 5 <br /> a.m. and 9 p.m. Aggregate is washed, screened and crushed. Additional sand is excavated from <br /> the quarry located northeast of the project site and transported via conveyer belts underneath E. <br /> River Road to the processing facilities. The processed aggregate is either directly hauled to the <br /> construction site,or is used for the onsite asphalt concrete hot mix batch plant.Under the No Project <br /> r" Alternative,these uses are assumed to continue on the project site between the hours of 5 a.m. <br /> and 9 p.m. <br /> Basis for Selection <br /> CEQA Guidelines Section 15126.6(e)(1)requires that an EIR evaluate a"no project'alternative <br /> along with its impact in order to provide a comparison of the impacts of approving theproposed <br /> project with the impacts of not approving the proposed project.
