Such uses could include industrial, <br /> 24-hour retail,or large residential projects that could be expected to create night time activity. <br /> The project area consists of agricultural land uses(primarily orchards). Other land uses in the area <br /> include existing rural residences on agriculturally zoned land. Like the project site, all the parcels <br /> surrounding the site are zoned AG-40(40 acre minimum)with a General Plan Designation of <br /> General Agriculture(AG). The project applicant also owns and operates a sand quarry northeast <br /> k of the project site on the north side of'E.River Road. This sand quarry would not be involved in <br /> the proposed nighttime operations. <br /> There are no proposed or approved development projects in the area. In addition,there are no past <br /> 4 projects which would create additional night time effects that have not been accounted for in the <br /> R I existing project setting. <br /> ` 1 <br /> 5.2.3 Cumulative Impacts <br /> DBased on the information in Section 5.2.2,Cumulative Setting,there are no significant <br /> cumulative effects associated with the proposed project. <br /> 5.3 Significant Unavoidable Adverse Impacts <br /> �- 5.3.1 Introduction <br /> CEQA Guidelines 21100(b)(2) and 15126.2(b)require that any significant and unavoidable effect <br /> "—� on the environment must be identified. In addition, CEQA Guidelines 15093(a)allows the decision- <br /> making agency to determine if the benefits of a proposed project outweigh the unavoidable adverse <br /> environmental impacts of implementing the project. The County can approve a project with <br /> unavoidable adverse impacts if it prepares and adopts a"Statement of Overriding Considerations" <br /> setting forth the specific reasons for making such a judgment.
