Munn&Perkins Quarry Excavation Permit <br /> Due to the significant increase g c ease m probability of residential awakenings in the protect area due to <br /> project haul truck passbys, Impact 3.4.2 is considered significant and unavoidable. <br /> 5.4 Significant Irreversible Environmental Changes <br /> 5.4.1 Requirements <br /> CEQA Section 21100(b)(2)and Guidelines 15126.2(c)require that any significant effect on the <br /> environment that would be irreversible if thero ect is implemented must be identified. Significant <br /> P J P g <br /> irreversible environmental changes include the proposed project's direct and indirect effects that <br /> will commit nonrenewable resources to uses that future generations would most likely be unable <br /> to reverse. <br /> 5.4.2 Limitations <br /> Per CEQA Section 21100.1 and Guidelines 15127,the analysis of significant irreversible <br /> environmental changes to the following three types of activities: <br /> a) .The adoption,amendment, or enactment of a plan,policy,or ordinance of a public agency; <br /> b) The adoption by a Local Agency Formation Commission of a resolution making <br /> determinations;or <br /> c) A project which will be subject to the requirement for preparing an environmental impact <br /> statement pursuant to the requirements of the National Environmental Policy Act of <br /> 1969,42 U.S.C. 4321-4347. <br /> The proposed project does not involve any of these three activities, and therefore the additional <br /> analysis of irreversible changes is not required in this EIR. <br /> 5.5 Effects Not Found To Be Significant <br /> As required by CEQA, this EIR focuses on expected significant or potentially significant <br /> environmental effects(CEQA Guidelines §15143). Comments received on the NOP and the <br /> previously prepared IS/MND were used in order to identify issues to be evaluated in this EIR. <br /> Impacts related to Agriculture and Forestry,Biological Resources, Cultural Resources, Geology <br /> and Soils,Hazards and Hazardous Materials,Hydrology and Water Quality,Land Use and Planning, <br /> Mineral Resources, Population and Housing, Public Services,Recreation,Utilities and Public <br /> Facilities were eliminated from further consideration during the scoping process. <br /> 5.6 References <br /> California Department of Finance(DOF), 2009.
