Noise <br /> Project related noise exposure from the haul truck movements on and off-site would impact <br /> nearby residential receivers between the hours of 9:00 p.m. and 5:00 a.m. This increase in <br /> noise exposure is potentially significant based on the potential for sleep disturbance <br /> associated with periodic noise. With application of the optimized haul truck operating <br /> parameters which include traveling at reduced speeds,use of a truck monitor and prohibiting <br /> the use of Jake brakes at the Mc Henry Avenue/East River Road intersection, and the East <br /> River Road project driveway, it would not appreciably mitigate the significant increase in <br /> probability of residential awakenings due to single-event noise from haul truck operations. <br /> Due to the significant increase in the probability of residential awakenings in the project <br /> area caused by project haul truck pass-bys,this impact is considered significant and <br /> unavoidable. <br /> After considering all testimony,the Planning Commission determined that the single event <br /> noise from haul truck operations and odorous emissions from the asphalt batch plant <br /> would be potentially detrimental to the residents in the project vicinity. As a result, the <br /> Findings for the proposed request could not be made in the affirmative, specifically, that <br /> issuance of the permit shall not be significantly detrimental to the public health, safety, or <br /> welfare or be injurious to the property or improvements in the vicinity.
