As for noise the Mitigation measures contained in FEIR regarding having a truck monitor, Munn and Perkins <br /> is recommending hiring a retired CHP officer or retired law enforcement official to help monitor truck traffic <br /> during extended hours of operation. <br /> Shephard stated the Noise Consultant(Paul Bollard) has identified measures and that should reduce noise <br /> impacts to residences along the haul routes and can respond to Commissioners questions if needed. Also, <br /> Mr. Bollard has prepared a memo that specifically addresses the single-event noise disturbance impact for <br /> your review. He also stated, since the EIR concluded that there are two significant unavoidable impacts the <br /> Commission must also accept the Statement of Overriding Considerations and the twelve findings for all <br /> significant and unavoidable environmental impacts in order to approve the project. Each of the findings is <br /> supported by additional factual material. <br /> Shephard stated, the demand for asphalt is changing to nighttime operations and if Munn and Perkins can't <br /> competitively bid or these jobs the cost by other suppliers will be passed on to the County. Munn and <br /> Perkins are situated in a good location as compared to other sites in the FEIR and longer hauls will result in <br /> higher emissions thereby reducing air quality. There are also a substantial amount of jobs that are located <br /> at this facility and if Munn and Perkins are not able to compete for paving jobs then current jobs at the site <br /> may be lost. <br /> Jeff Welch (928 12"Street, Modesto) stated the main purpose of this application is to adapt to the changing <br /> needs of the industry in which they serve as certain jobs trending in this area are scheduled for nighttime <br /> paving jobs. Basic Resources employs 166 individuals and they live in San Joaquin County and would like <br /> to continue to employ these people while the George Reed division employs 82 people. <br /> Commissioner Morri questioned the number of people employed at the site and Mr.Welch responded that <br /> 166 people are employed at the various George Reed site thought San Joaquin County. <br /> Commissioner Morri, asked, "Does George Reed ship other materials to other sites?" <br /> Kenny Benson (2162 Sanctuary Way, Manteca) Foreman at the Munn and Perkins site responded to <br /> Commissioner Morri's question, regarding materials and where does it come from, he responded, "raw <br /> material can come as far as Waterford and Table Mountain" <br /> Commissioner Mond questioned, "How many trucks a day come into the site?" <br /> Mr. Benson responded, "120 trucks come in day from site between 7:OOam—5:OOpm." <br /> Commissioner Morri is concerned over the amount of truck trips that could potentially occur at night also <br /> including the day time activities. Also he is concerned over the amount of days requested to operate at <br /> night which could exceed 125 days. <br /> Shephard stated only 125 nights could occur no additional nights would be permitted. <br /> John Funderburg, clarified the 125 days is the maximum and if there are unexpected delays which would <br /> not permit for nighttime work Munn and Perkins would need to contact the Community Development <br /> Department regarding any delays. <br /> Commissioner Villapudua asked, "Does this include weekends?" <br /> Shephard stated, "Very rarely are nighttime paving jobs performed on weekends." <br /> Commissioner Hamilton, asked, "How much sand is exported from the site?" <br /> PC MINUTES 2 PC' 2-2-12 <br />
