Jeffery Reed (Basic Resources-420 Buena Vista, Modesto), responded and said, "Sand is produced at this <br /> site and is used for stucco of homes. Most of the sand material is used on site in the hot mix however, <br /> some does leave the site but none of the sand would be leaving at night under the current request." <br /> Commissioner Johnson asked, Will nighttime operations increase the amount of tons produced for this site <br /> daily". <br /> Mr. Reed, responded, "No the current request will not increase the average daily tonnage for the site. If a <br /> nighttime job is to occur the site will shift some on the day time operations to night as not to increase the <br /> average daily amounts.Also, the Air Board has set a daily tonnage limit and they cannot exceed this in a <br /> twenty-four(24) hour period <br /> Commissioner Morn, asked, "Do you perform any work in Tracy?" <br /> Mr. Reed, responded, "No,the primary market is in Northern San Joaquin County." <br /> Commissioner Johnson, asked, "One of the mitigation measures is to have additional lighting, will this be <br /> 365 days a year orjust nighttime operations." <br /> Mr. Reed, responded, "No, because of economics and cost just at nighttime". <br /> Commissioner Johnson, asked, "One of the neighbors concerns is noise, are the proposed mitigation <br /> measures more stringent than what has been done in the past-" <br /> Mr. Reed, responded, "No, however,the truck boss which monitors truck traffic and the use of Jake brakes <br /> was present at the last permitted nighttime operations." <br /> B.J. Kelley(5501 Claraville, Oakdale) Foreman at the site spoke on behalf of the men and eleven families <br /> that work at the site.The new rubberized asphalt production at this site helps to keep everyone employed at <br /> the site. The people who work at Munn and Perkins site consider each other as a family member and this <br /> not just a business. <br /> OPPONENTS: <br /> Jeff Bond (26546 East River Road, Escalon) stated, "There should be a balance between both the operation <br /> and community and they are disrupting the community. The operation if approved will be allowed one out of <br /> three nights and the smell and noise is intolerable. The site needs to be regulated and has outgrown its <br /> location. The impact should not be borne on the backs of the residents,the noise from the operation is <br /> sometimes unbearable. It affects my daily work performance if I'm not able to sleep." <br /> Mr. Bond stated, "Traffic is a major concern because between Santa Fe and Mc Henry there is not a <br /> passing lane, however, when you drive along his property there is a small passing area. Once the trucks <br /> leave the site they travel at speeds in excess of 55 miles per hour because they are independent <br /> contractors wanting to make a quick buck. The smell is atrocious and comes stifling into his home and <br /> Munn and Perkins is detrimental to the entire community along with the noise from this site and he is unable <br /> to function the next day and this affects his day job." <br /> Commissioner Villapudua asked Mr. Bond how long has he lived at his current location. <br /> Mr. Bond responded, "five years". <br /> PC MINUTES 3 PC: 2-2-12 <br />
