f. A cash deposit or security in the amount and form acceptable to the Department of Public Works shall be filed with the Department with a guarantee that if the permittee fails, refuses, or neglects to epair, under permit, any damages to any County roads along the haul route which may result from the permittee's operation, Public Works may do the work necessary to restore County roads along the haul route to equal or better than original condition, using the funds from said cash deposit or security. (Development Title Section 9-854.3) 9. A maintenance agreement to ensure that all roads designated as haul routes are maintained to a condition acceptable to San Joaquin County shall be executed by the applicant- In lieu of the maintenance agreement, a one-time road maintenance fee may be acceptable to the County. Application for the in-lieu fee may be made to the Department of Public Works. h. The Traffic Impact Mitigation Fee may be required for this development The fee is due and payable at the time of building permit application. The fee currently is$164.86 per trip-end in the Escalon area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. The number of trip-ends may be determined by a proportion to the length in time of the excavation operation. (Resolution R-96-592) 3 ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Lary Godinho, 468-0330) a. No excavations are permitted into the ground water table without specific approval from the Regional Water Quality Control Board, Central Valley Region (California Water Code, Chapter 4, Article 3, Section 13240). b. The materials from an excavation shall not be deposited into any watercourse or in any way contribute to the pollution thereof(California Water Code, Section 13376). c. An approved potable water supply must be provided for all employees(Development Title Section 9-1100.1). d- Approved sanitary fadities must be provided for all employees(Development Title Section 9- 1100.1). 4 SOUTH SAN JOAQUIN IRRIGATION DISTRICT (Staff Contact Sam Bologna, 823-3101, ext- 111) a. The owner shall be required to replace the existing pipeline and relocate it to a location along the outer perimeter of the excavation. b The owner shall be required to submit plans to the district for review and approval by the South San Joaquin Irrigation District's Board of Directors. The following are minimum standards and conditions which shall be required to be incorporated as standards notes on the plans: (1) The land owner agrees not to perform any excavation or grading within the SSJID easement or within 15 feet of the centerline of the pipeline, whichever is greater. (2) Excavations adjacent to District easements and/or facilities shall have a minimum 3:1 slope from the excavated field to the top of the berm. (3) The landowner will take such steps as are required by the SSJID Water Superintendent to remedy any erosion on banks adjacent to the District's facilities.
