The effective date of approval is . This approval will expire on , which is 18 months <br /> from the date of approval, unless (1) all Conditions of Approval have been complied with, <br /> (2) all necessary building permits have been secured and remain in force, and (3) all <br /> necessary permits from other agencies have been secured and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements shall <br /> be fulfilled prior to the establishment of the use and the issuance of any building permits. <br /> Those Conditions followed by a Section Number have been identified as ordinance <br /> requirements pertinent to this application. Ordinance requirements cannot be modified; <br /> and, other ordinance requirements may apply. <br /> 1) COMMUNITY D V LOPMENT DEPARTMENT (Staff Contact: Leanne Mueller, 468-3228) <br /> a) APPROVAL: This is a Quarry Excavation Application to remove approximately 2.4 <br /> million cubic yards of rock, sand and gravel from approximately 71-acres of an 80-acre <br /> site over a 12-year period The mining will occur in three phases. Phase 1 will consist <br /> of 30-acres to be reclaimed by 2009. Phase 2 will consist of 15-acres to be reclaimed <br /> by 2011. Phase 3 will consist of 26 acres to be reclaimed by 2015. The material that is <br /> excavated will be transported approximately 0.10 miles west on River Road to an <br /> existing processing facility. Reclamation is proposed to be continuous and concurrent <br /> with mining. The quarry will be reclaimed to an agricultural use. <br /> b) STOCKPILING: No stockpiled soil or material shall be placed closer than twenty-five (25) <br /> feet to a property boundary. (Development Title Section 9-1415.3[b]) <br /> c) PRIVATE ROADS: All private roads involved in an excavation shall be maintained so as <br /> to control the creation of dust. The first one hundred (100) feet of any private road on the <br /> property, which intersects, with a publicly maintained road shall be surfaced in a manner <br /> approved by the Director. Traffic-control and warning signs shall be installed, if required, at <br /> such intersection. The placement and size of these signs shall be approved by the <br /> Director of Public Works. (Development Title Section 9-1415.3[c]) <br /> d) EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved <br /> methods shall be required where necessary for the control of erosion. An erosion and <br /> sediment control plan approved by Development Services Division shall be part of the <br /> reclamation plan. (Development Title Section 9-1415.3[d]) <br /> e) HOURS OF OPERATION: Excavation operations shall normally be carded on during the <br /> hours from 5:00 a.m. and 9:00 p.m. (Development Title Section 9-1415.3[f]) <br /> f) REPLACEMENT OF TOPSOIL: The topsoil shall be set aside, and upon completion of an <br /> excavation, the topsoil shall be replaced and the site leveled in conformance with the <br /> excavation permit. (Development Title Section 9-1415.3[g]) <br /> g) WEED CONTROL: If noxious weeds are on the site, operations shall be in accordance <br /> ,.,irh ine}n irfinnc frnm the Anricultural Commissioner of San Joaquin County. <br />
