(N&F Farms) <br /> PA-0200370 (QX) [APN 247-230-09; 27865 East River Road, Escalon, Ca,] <br /> Dear Ms. Mueller: <br /> The property described in the above referenced application referral is encumbered by a District <br /> pipeline and easement which traverses through the middle of the site. There are several irrigation <br /> service structures on the pipeline, however, the property is not currently receiving District water. <br /> The existing pipeline is a cast-in-place(non-reinforced)pipeline that is approximately 40 years old. <br /> Due to the type of pipe and its age,this pipeline is particularly vulnerable to damage that could result <br /> from the type of work being proposed in conjunction with this project. The proposed excavation <br /> will result in the Districts pipeline being left a substantial distance above the finished grade of the <br /> project. This could pose a potential problem relative to maintenance and operation of the pipeline, <br /> particularly if the integrity of the embankment is breached due to a pipeline rupture or if it is not <br /> properly maintained. Also, since the pipeline will be above finished ground level on both sides, it <br /> is possible that water leaching from the pipeline could surface in the excavated area. <br /> For projects such as this, District policy mandates that the owner be required to replace the existing <br /> pipeline with new reinforced concrete pipe and relocate it to a location along the outer perimeter of <br /> the excavation. This will minimize the impact to the District and will allow the owner to maximize <br /> the use of their property for the desired purpose. In accordance with District policy, the owner will <br /> be responsible for the entire cost of replacement. However, the owner may be eligible to receive <br /> 1 <br /> P 0. Box 747. Ripon.
