Analysis <br /> Background <br /> The proposed quarry site has historically been used for agricultural purposes. The materials that are <br /> excavated from the site will be transported approximately 0.10 miles to an existing processing facility. <br /> The processing facility was originally approved in 1989 as part of a quarry that would operate for a <br /> twenty-year period. On March 4, 1999, the Planning Commission approved a Revision of Approved <br /> Actions for Quarry Excavation No. QX-89-2. The Revision added 30 years to the duration of the permit. <br /> Excavation <br /> The excavation of the site will be by the open pit method and will begin at the southeast corner of the <br /> property. tnfonT+aftf*subff,4ted to the Community Development Department indicates that the average <br /> excavation depth will be 35 feet, with a maximum depth of approximately50,feet. Theexc8vatian1V1tl.npi _ <br /> reach groundwater depth. Reclamation is proposed to be continuous and concurrent with mining. <br /> Almond or walnut trees will be planted in 15- to 30-acre increments as excavafion allows. The site witl-be <br /> approximately 25 to 40 feet lower than the current elevation when reclamation is complete. <br /> Pipeline <br /> A South San Joaquin Irrigation District pipeline is located in the center of the property proposed for the quarry <br /> excavation. In a letter dated October 7, 2002, the South San Joaquin Irrigation District indicated that District <br /> policy mandates that the owner be required to replace the existing pipeline with new reinforced concrete pipe <br /> and locate it along the outer perimeter of the excavation. The South San Joaquin Irrigation District's <br /> conditions will be incorporated into the Conditions of Approval for the proposed quarry. <br /> Noise <br /> The Community Development Department required that an acoustical study be performed to evaluate <br /> whether residences in the vicinity of the proposed quarry site would be exposed to noise levels from quarry <br /> equipment that would exceed the levels in the San Joaquin County Development Title. The Development <br /> Title requires that Residential use types have an outdoor activity area with a noise level of 65 dB Ldn. Deem <br /> Shiningtree Environmental Services preformed an acoustical analysis at an existing quarry excavation that <br /> was determined to be comparable to the topography and setting of the proposed quarry site. Based of the <br /> the <br /> acoustical study, a mitigation measure was proposed to ensure that the noise level at the property a <br /> proposed quarry would be below 65 db Ldn- The mitigation measure, which is also a Condition of Approval, <br /> states <br /> All existing and future residences shall have adequate (approximately eight feet tall with 2:1 slope) <br /> • berm placement to prevent line of sight to the quarry. Line of sight graphics shall be included with the <br /> Improvement Plan. <br /> Williamson Act <br /> The proposed quarry site is currently under Williamson Act Contract and is in the production of almonds. <br /> Development Title Section 9-1810.3(b)(1)(w] states that property under Willia SsonAcs d to be reclaimed to ontract may be d <br /> for quarry operations provided it is rehabilitated for agriculture. The property o p p <br /> agriculture by either being replanted in walnuts or almonds.
