TO: KERRY SULLIVAN, DIRECTOR NOV. 1, 2007 <br /> C/O KEVIN SWANSON <br /> SAN JOAQUIN COUNTY <br /> COMMUNITY DEVELOPMENT DEPARTMENT <br /> PETITION <br /> WE, OWNERS OF HOMES IN THE "RIVIERA CLIFFS" SUBDIVISION <br /> ARE ADAMANTLY AND STRONGLY OPPOSED TO <br /> THE APPLICATION OF RICHARD AND CAROLYN HACKETT TO SUBDIVIDE THEIR <br /> TWO LOTS LOCATED AT 4108 AND 4100 RIVIERA DRIVE, APN 109-040-20 AND 21 <br /> INTO A 7 LOT MAJOR SUBDIVISION, PLANNING APPLICATION 07000550 (SU) <br /> FOR THE FOLLOWING REASONS: <br /> CHARACTER OF THE AREA <br /> WE BOUGHT HOUSES IN THIS SUBDIVISION "RIVIERA CLIFFS" BECAUSE IT IS <br /> ONE OF THE NICEST RESIDENTIAL AREAS IN STOCKTON. THE LOTS ARE ALL <br /> LARGE, THE MINIMUM LOT IS 100 FEET BY 115 FEET FOR AN MINIMUM AREA OF <br /> 11,500 SQUARE FEET. MOST OF THE LOTS ARE LARGER. THE AREA IS VERY, <br /> VERY QUIET AND IS JUST THE NICEST PLACE TO LIVE. THE PROPOSAL TO <br /> SUBDIVIDE THE EXISTING 2 LOTS INTO 7 LOTS IS INCREASING THE DENSITY BY <br /> 350 PER CENT. THE NET AREA OF THE LOTS PROPOSED BY THE HACKETT'S IS <br /> LESS THAN HALF OF THE AREA OF THE EXISTING LOTS IN THE RIVIERA CLIFFS <br /> SUBDIVISION. THE PROPOSED 7 LOT SUBDIVISION IS NOT CONSISTENT WITH <br /> THE CHARACTER OF THE AREA AND SHOULD NOT BE APPROVED. IF THIS <br /> PROJECT IS APPROVED IT WOULD DESTROY OUR BEAUTIFUL AREA. <br /> TRAFFIC SAFETY AND PARKING <br /> THE PROJECT IS LOCATED AT A VERY BAD AND BLIND INTERSECTION. THE <br /> RADIUS OF THE STREET IS ONLY 75 FEET. THE MINIMUM RADIUS OF MINOR <br /> STREETS ALLOWED TODAY IS 250 FEET. THE STREET TURNS MORE THAN 90 <br /> DEGREES (119 DEGREES). WE THAT LIVE HERE ARE AWARE OF THE BLIND <br /> INTERSECTION AND DRIVE IT WITH CARE TO AVOID ACCIDENTS. ADDING 5 <br /> ADDITIONAL LOTS AT THIS LOCATION IS WAITING FOR AN ACCIDENT TO <br /> HAPPEN, IT WOULD NOT BE WISE TO ALLOW ANY MORE ADDITIONAL LOTS AT <br /> THIS LOCATION. THERE IS VERY LITTLE STREET FRONTAGE PER LOT. VISITOR <br /> PARKING IS VERY LIMITED NOW. WHEN ANYONE HAS A PARTY, THE STREETS <br /> ARE JAMMED. WE CAN NOT IMAGINE WHAT 5 ADDITION LOTS WOULD DO TO <br /> THE SITUATION. WHERE ARE THE ADDITIONAL PEOPLE GOING TO PARK ? <br /> APPROVAL OF THE PROPOSED SUBDIVISION IS NOT A WISE THING TO DO. <br /> THE EXISTING RIVIERA CLIFFS SUBDIVISION IS ACCESSED BY ONE ROAD FOR <br /> IN AND OUT TRAFFIC. IT IS A NARROW, WINDING RIVER LEVEE ROAD. <br /> INCREASING THE EXISTING 111 LOTS BY 7 ADDITIONAL LOTS WOULD BE <br /> MAKING A POOR SITUATION WORSE. <br />
