Ai. w.
SAN JOAQUIN COUNTY
SITE APPROVAL APPLICATION
[Supplemental Information]
7001 Rond Road, Lodi
Nextel Site #CA-1681 B Peltier
Use Request:
Nextel of California, Inc. ("NEXTEL"), dba Nextel Communications, is requesting approval to install
and operate an antenna base station ("cell site") on the property located at 7001 Rond Road in Lodi.
The facility would be used as part of our network for providing wireless communications services to
the public and would consist of a 102-foot monopole and a small equipment shelter. Initially, the
monopole would support twelve panel antennas. In the future, two microwave dishes may be added,
as shown in the project design plans. The cell site would be unattended except during times of
routine maintenance which occurs 1-3 times per month.
Nextel System Description and General Information:
Nextel Communications has been authorized by the Federal Communications Commission to
construct and operate the first dual purpose digital mobile radio system in the United States. The
system provides superior service to the public in each of two areas: 1) It is a fully digital alternative to
current "cellular" telephone systems, and 2) it provides digital dispatch services to large fleet users.
This "dispatch" service enables the system to handle a one-to-many form of communications, wherein
one dispatcher can contact numerous mobile parties simultaneously. This service is being offered to
local public safety entities, as well as to the general public.
The advantages of a truly digital communications system over the analog/digital hybrid systems
available today are many-fold. Among other things, the transmissions are indecipherable for most
eavesdropping devices. The system also provides location-sensitive dispatching, wherein a dispatcher
can contact only the closest units to a given locations, rather than the entire fleet. This greatly
streamlines the dispatching process, thus allowing faster response to demand.
The antenna base stations are unmanned and only require electrical and telephone service. In most
cases the local utility provider extends these services to the facility.
The service area is divided into a grid of theoretically hexagonal geographic areas. At the center of
each area is a low power unmanned radio repeater station which handles the calls to and from mobile
customers within the area. As a mobile moves from one area to another with a call in progress, the
call is automatically "handed off" to the next repeater, without interruption.
April 2000
