Telephone line connections between repeater sites and the switching office, and from the switching
office to the telephone company central office, permit mobile customers within the serving area to
utilize their phones just as they would a home or office telephone, with direct dialing, no operator,
and with audio quality being far better than current cellular systems.
Several types of subscriber units are available. There is a dispatch-only unit that will handle
communications only between a mobile and a specified dispatcher, and supports fleet dispatching
similar to current services. There is an interconnect only unit, which is similar to the mobile phones
used by "cellular", which allows only one-to-one communications, except through conference calling.
There is also a dual function unit that provides the mobile user with the advantages of both protocols.
Cell site transmit/receive equipment is furnished by Motorola and is FCC approved.
Each transceiver is tuned to transmit on one of 450 available frequencies. Receive 806-821 MHz and
transmit 851-866 MHz.
Transmit power is adjusted to provide adequate coverage, and will typically be within the range of 5-
100 watts ERP (effective radiated power). There are no health risks associated with this type of radio
transmission.
Project Justification:
This project represents an expansion of our digital mobile network and is needed in order to deliver
wireless communications services to the northwesterly part of the County, particularly along Interstate
5 from Lodi to Thornton, and the surrounding areas. Current service levels and signal strength are
below our system-wide standards, and do not allow customers using portable (hand-held) mobile
phones to consistenly access the network. The proposed cell site will increase signal strength in the
area, allowing for high quality wireless coverage and better use of portable phones in cars and in
buildings.
Environmental Impacts:
The Nextel facility will result in no significant impacts to the environment or to the area in which it is
located. The facility produces no noise, smoke, or odors. Construction will not damage or destroy
flora or fauna in the area.
Cita Accessibility:
After construction is complete, the site will be visited approximately 1-3 times per month for routine
maintenance and will have little to no impact on local traffic.
.oun y rvices:
This facility is unmanned and will not require the use of County services such as water, sewer, police,
f i re, etc.
April 2000
