Union Pacific San Joaquin County Prior to issuance of building <br /> the project sponsor shall contribute its fair share of the cost of installing a traffic Community Development permits for Phase I <br /> signal at the intersection of Lathrop Road and 1-5 Southbound Ramps,which Department and Public <br /> improvement is programmed for inclusion and construction under the RTIF Works Department <br /> program,by paying the applicable fees for the project under the San Joaquin <br /> Regional Transportation Impact Fee(RTIF)program at the time building <br /> permits are applied for.Construction of this improvement would improve the <br /> intersection LOS to an acceptable LOS C or better.Because San Joaquin <br /> County,as Lead Agency,does not have jurisdiction over this improvement and <br /> it is uncertain whether full funding will be achieved for construction of this <br /> improvement,this impact is significant and unavoidable. <br /> TRANS-2:Prior to the issuance of building permits for Phase I of the project, Verification by County. Union Pacific San Joaquin County Prior to issuance of building <br /> contribute its fair share of the cost of the addition of a lane to the southbound Community Development permits for Phase I <br /> SR 99 freeway segment between French Camp Road and Lathrop Road, Department and Public <br /> which improvement is programmed for inclusion and construction under the Works Department <br /> RTIF program,by paying the applicable fees for the project under the RTIF <br /> program at the time of building permit applications.Construction of this <br /> improvement would improve diverge operation LOS to an acceptable LOS D or <br /> better.Because San Joaquin County, as Lead Agency,does not have <br /> jurisdiction over this improvement and it is uncertain whether full funding will be <br /> achieved for construction of this improvement,this impact is significant and <br /> unavoidable. <br /> 4.2 Transportatlon and Traffic(cont.) <br /> TRANS-5:Prior to the issuance of building permits for Phase I of the project, Verification by County. Union Pacific San Joaquin County Prior to issuance of building <br /> the project sponsor shall contribute its fair share of the cost of Implementing Community Development permits for Phase I <br /> Mitigation Measure TRANS-4(contribute fair share cost of addition of a lane to Department and Public <br />
