Mitigation Measures and Statements of Findings of Impacts Being Monitoring/ Responsible <br /> 9 Monitoring/Reporting <br /> Significant and Unavoidable Reporting Action F <br /> arty for Providing Responsibility Timing <br /> Mitigation <br /> • Equipment maintenance procedures to minimize leaks and other potential <br /> chemical releases associated with equipment usage. <br /> Less than significant impact after implementation of Mitigation Measure <br /> HAZARDS-ta through HAZARDS-1 b. <br /> HAZARDS-2:Prior to the initiation of construction activities within the area Verification by County Union Pacific Regional Water Quality Prior to construction <br /> containing the former Cal Suprema Cheese facility wastewater ponds,the Control Board,with activities involving the <br /> project applicant shall ensure the completion of remediation of soils conditions verification provided to San former Cal Suprema <br /> within such ponds under the regulatory oversight of the Regional Water Quality Joaquin County Community Cheese facility wastewater <br /> Control Board("RWQCB").Soils conditions shall be sufficiently characterized Development Department ponds <br /> and remediation of soils conditions shall be performed as determined and as applicable by UP <br /> approved by the RWQCB. <br /> Less than significant impact after implementation of Mitigation Measure <br /> HAZARDS-2. <br /> HAZARDS-3:The project applicant shall ensure,through the enforcement of Verification by County Union Pacific and San Joaquin County During project construction <br /> contractual obligations during construction activities,that construction,staging construction contractors Community Development activities <br /> areas,welding areas,areas where spark-producing equipment would be used, Department <br /> or areas slated for development shall be cleared of dried vegetation or other <br /> materials that could serve as fuel for a fire.Clearing of vegetation in areas of <br /> high fire danger such as dry grasslands or natural chaparral plant communities <br /> shall be performed only with equipment fitted with spark arresters and kept in <br /> good working order.A fire break shall be maintained free of combustible <br /> vegetation,and combustible construction materials such as wood,fuels,and <br /> other flammable items shall be stored inside the fire break area and away from <br /> other flammable or combustible materials.All construction equipment that <br /> normally includes a spark arrester shall be equipped with a functioning spark <br /> arrester.This includes,but is not limited to,vehicles,heavy equipment,and <br /> chainsaws.All work crews and maintenance/operations crews shall be required <br /> to carry and be trained in the use of sufficient fire suppression equipment so <br /> 4.9 Hazards and Hazardous Materials(cont.) <br /> that any fire resulting from construction or operations activities is immediately <br /> extinguished. <br /> The project applicant shall submit to the County,at the onset of construction <br /> and monthly thereafter during the construction period,documentation <br /> describing how each of the fire protection measures indicated above is being <br /> implemented/was implemented during the preceding month, noting any <br /> deficiencies. Reports shall be submitted to County staff on or prior to the <br /> 10th calendar day of each month,during the construction period. <br /> Less than significant impact after Implementation of Mitigation Measure <br /> HAZARDS-3. <br /> HAZARDS-4:The applicant shall implement Mitigation Measures HAZARDS-1 See HAZARDS 1-3.
