A City of Lathrop issued encroachment permit shall be required for all work within the Roth Road ri hg t-of- <br /> way. <br /> 2. The drivewgy approach shall be improved in accordance with the requirements of the City of Lathrop Design <br /> and Construction Standard Details (2014)Drawing No. R-13 for a commercial driveway prior to issuance of <br /> the occupancy permit. <br /> 3. Roth Road shall be improved to a traffic index(TI) of 11 across the project's frontage to the centerline of <br /> Roth Road, prior to issuance of any building permit for this project. Written verification including a copy of <br /> the approved encroachment permit from the City of Lathrop shall be provided to the San Joaquin County <br /> Department of Public Works. <br /> 4. The applicant shall grind and overlay Roth Road to the centerline of the road with three(3) inches of asphalt <br /> concrete at the following locations, prior to the issuance of any building permit for this project: <br /> • From the east property line to the UPRR railroad <br /> • From the west property line, two hundred (200)feet to the west <br /> Written verification including a copy of the approved encroachment permit from the City of Lathrop shall be <br /> provided to the San Joaquin County Department of Public Works. <br /> 5. The owner shall execute an Irrevocable Offer to Dedicate Road with San Joaquin County Public Works to <br /> result in a one hundred and twenty four(124) foot wide right-of-way from the centerline of Roth Road to the <br /> property line across the parcel's frontage. (A fee based on the current fee schedule is required for processing <br /> per Development Title Table 9-240.2 in addition to a copy of the Grant Deed and a legal description of the <br /> parcel to be offered for dedication.) (Development Title Section 9-1150.5) <br /> 6. Prior to issuance of any building permit for this project,the applicant shall pay their fair share contribution <br /> toward the cost of installing a traffic signal at the southbound and northbound ramps at Interstate 5 and Roth <br /> Road as stated in the Final Trak Impact Analysis dated November 21, 2013. The amounts shall be as <br /> follows: <br /> • Fair share for the southbound ramp: 1.4% of$325,000 (cost of signal)= $4,550.00 <br /> • Fair share for the northbound ramp: 2.1%of$325,000 (cost of signal)=$6,825.00 <br /> 7. The Traffic Impact Mitigation Fee based on the Final Traffic Impact Analysis dated November 21, 2013 shall <br /> be required for this development. The fee is due and payable at the time of building permit application for <br /> each phase of the project. The fee shall be automatically adjusted July 1 of each year by the Engineering <br /> Construction Cost Index as published by the Engineering News Record. (Resolution R-00-433) <br />
