WASTE DISCHARGE REQUIREMENTS NO. 5.00-056 4- <br /> O W ENS-BROCK W A Y <br /> OWENS-ILLINOIS GLASS FURNACE FACILITY <br /> SAN JOAQUIN COUNTY <br /> 14. The depth to groundwater and flow direction has been measured in on-site groundwater <br /> monitoring wells. The monitoring wells are screened in the first encountered water bearing <br /> zone. Groundwater exists approximately 50 feet below ground surface (bgs); groundwater <br /> flows to the north-northeast, consistent with site topography. Below the first water bearing <br /> zone exists a silty clay aquitard from 70-170 ft. bgs. <br /> 15. Groundwater sample events were performed on 30 June 1995, 22 August 1996, and 18 May <br /> 1998; the results of the chemical analysis of the samples indicates groundwater <br /> - downgradient of the process wastewater ponds has been impacted by process wastewater <br /> infiltration to groundwater. Groundwater located doNNmgradient of the process wastewater <br /> ponds contains elevated total dissolved solids,'electrical conductivity, and other compounds <br /> consistent with compounds contained in the process Wastewater as shown below: <br /> Range for MW-2 Range for MW-3 <br /> Constituent Units (Uoeradient Well) (Downgradient Well) <br /> Calcium mg/l 9.2-27 140-170 <br /> Chloride mg/l 86-240 400-510 <br /> Conductivity µmhos/cm 1,000-1,S00 2,800-3,400 <br /> Hardness (CaCO3) mg/l 44-140 720-780 <br /> _ Magnesium mg/l 7.7-17 76-84 <br /> Sulfate mg/l 89-240 710-870 <br /> TDS mg/l 650-1,100 2,100-2,800 <br /> Notes: <br /> TDS denotes Total Dissolved Solids. <br /> Data from Nolte Associates, October 1996 and Golder Associates June, 1998. <br /> 16. In order to determine compliance with the groundwater and surface water limitations <br /> contained herein, these WDRs contain a time schedule for development and implementation <br /> of a formal groundwater monitoring program. <br /> 17. The Board adopted a Water Quality Control Plan, Fourth Edition, for the Sacramento River <br /> and San Joaquin River Basins (hereafter Basin Plan), which contains water quality <br /> objectives for waters of the Basins. These requirements implement the Basin Plan. <br /> 18. The facility is on the east side of the Delta Mendota Canal Section 36, T2S, R4E, MDB&M <br /> with surface water drainage to the Upper Main Canal, as shown in Attachment A. <br /> 19. The site lies within the San Joaquin Valley Floor Hydrologic Unit No. 543, as depicted on <br /> interagency hydrologic maps prepared by the Department of Water Resources in August <br /> 1986. <br /> 20. The beneficial uses of Upper Main Canal are agricultural, municipal, recreation, freshwater <br /> habitat, and wildlife habitat. <br />
