By selecting valve <br /> positions, OwenstZrockway earl discharge to any of several leachfields. The domestic wastewater <br /> system was identified as a concern during a 30 November 1999 site inspection performed as part of the <br /> +- process of updating the Waste Discharge Requirements. During that inspection, surfacing wastewater <br /> was observed in the leachfield and I was informed that the cause was fai lure to switch between Q <br /> leachfields. A provision of the adopted Waste Discharge Requirements (WDRs) requires Owens <br /> �. Brockway to investigate the condition of the teachfield and make recommendations to improve the <br /> performance of the system. <br /> LOwens Brockway retained Golder Associates to perform an analysis of the system. Golder's 11 August <br /> 2000 Existing Conditions Survey and System Upgrade ofihe Main Sewage Disposal System, addressed <br /> i the system and recommended a significant expansion based on measured flow rates. The expansion did <br /> L not conform with.setback guidelines for residential domestic wastewater systems contained in the <br /> Regional Board's.Basin Plan and the San Joaquin County Department of Public Health's Sewage <br /> L Standards. Owens Illinois (parent company of(livens Brockway) subsequently requested information on <br /> the procedure for a variance to the requirements. <br /> To discuss the issues, a telephone conference with the Regional Board, Owens Illinois,Owens <br /> Brockway, and Golder Associates was held on 6 October 2000, In the telephone conference, clic <br /> following issues were discussed: <br /> L The flow rate reported for the facility is high when compared to the number of employees. There <br /> is concern that cross connections of industrial wastewater or defective plumbing fixtures are <br /> leaking water into the domestic wastewater system. In addition, the measurement technique used <br /> to estimate the flow collected a small sample and may not have provided accurate data.
