Continued use of subsurface disposal for the domestic wastewater is a concern becauo <br /> f the <br /> Potential for nitrate contamination of the groundwater. se During Che telephone conversation, <br /> Owens Illinois corunitted to installing a gluundwater monitoring well in the leachfield location. <br /> In addition, for significant expansions of leachtields,the San Joaquin County Health Department <br /> normally requires a site suitability study to determine if soil in the area will limit nitrate <br /> contamination of the groundwater. <br /> 4. The Board is concerned about the overall deteriorating condition of the system. The Golder <br /> report documented considerable repairs that are required to operate the system. n <br /> 5. The septic tank in use at the site is undersized based on the information that is available. U <br /> Because the tank does not provide adequate residence time, solids are likely escaping the tank <br /> and plugging the Ieachlields, aggravating the inlaltration problems. <br /> The changes being proposed at the site to discharge Ute domestic wastewater are considerably more than <br /> what was anticipated during the site inspection and subsequent conversations with Owens Brockway <br /> during preparation of the revised WDRs_ For that reason, Owens Brockway is required to prepare a <br /> report describing alternatives for treatment and disposal of the wastewater. By 15 December 2000, <br /> Owens Brockway shall install allow meter suitable to measure the flow rate through the domestic <br /> wastewater system_ By 15 February 2001,Owens Brockway shall submit a technical report, prepared <br /> by a Registered Engineer experienced in wastewater treatment and disposal, evalitatir19 tete system and <br /> alternatives that could be implemented at the site.
