Michael Roesner — 2
27 October 2000
2. The leachfield alternative may prove to be a temporary solution. The San Joaquin County Health
Department has informed me that the proposed lcachfteld Iocation did not pass the percolation
tests that were performed. The existing pressurized leachfield conditions described in the Golder
report arc consistent with the poor infiltration rate.
3. Continued use of subsurface disposal for the domestic wastewater is a concern becauo
f the
Potential for nitrate contamination of the groundwater. se During Che telephone conversation,
Owens Illinois corunitted to installing a gluundwater monitoring well in the leachfield location.
In addition, for significant expansions of leachtields, the San Joaquin County Health Department
normally requires a site suitability study to determine if soil in the area will limit nitrate
contamination of the groundwater.
4. The Board is concerned about the overall deteriorating condition of the system. The Golder
report documented considerable repairs that are required to operate the system. n
5. The septic tank in use at the site is undersized based on the information that is available. U
Because the tank does not provide adequate residence time, solids are likely escaping the tank
and plugging the Ieachlields, aggravating the inlaltration problems.
The changes being proposed at the site to discharge Ute domestic wastewater are considerably more than
what was anticipated during the site inspection and subsequent conversations with Owens Brockway
during preparation of the revised WDRs_ For that reason, Owens Brockway is required to prepare a
report describing alternatives for treatment and disposal of the wastewater. By 15 December 2000,
Owens Brockway shall install allow meter suitable to measure the flow rate through the domestic
wastewater system_ By 15 February 2001,Owens Brockway shall submit a technical report, prepared
by a Registered Engineer experienced in wastewater treatment and disposal, evalitatir19 tete system and
alternatives that could be implemented at the site. The report shatl present a preferred alternative, clearly
all S that is shall not impact the quality of the underlying groundwater, and slow that is complies with
all San Joaquin County Ordinances.
LIf you have any questions on this information, please telephone me at(9167 255-311&
L
L Timothy R.
