Conditions of Approval <br /> UP 88-19 <br /> Page -29- <br /> a. Bay Cities shall be required to pay school impact <br /> mitigation fees to the Tracy Joint Union School District <br /> and to the Lammersville School district, subject to <br /> applicable legal requirements. <br /> 8. CALIFORNIA DEPARTMENT OF TRANSPORTATION: <br /> Caltrans Project Study Report <br /> a. Bay Cities and other developers shall be responsible for <br /> preparing a Caltrans Project Study Report ("PSR") to <br /> include the Patterson Pass Road/I-580 and Patterson Pass <br /> •Road/I-205 interchanges as well as the I-580 and I-205 <br /> mainline freeways. The report shall be prepared by the <br /> applicants and shall be completed and reviewed by <br /> Caltrans District 10 staff prior to occupancy of any <br /> building. <br /> b. The PSR and accompanying documents shall be prepared at <br /> the developer's expense, with the assistance of the <br /> County, and shall be processed by the applicants and the <br /> County according to terms and conditions outlined in the <br /> Memorandum of Understanding executed between the County <br /> and Caltrans. The developers and their consultants are <br /> responsible for coordinating this project with Caltrans <br /> and other agencies. Included in the required Caltrans <br /> process will be the preparation of adequate environmental <br /> review documents, as required by the California <br /> Environmental Quality Act (CEQA) and, if necessary, the <br /> National Environmental Protection Act (NEPA) . <br /> C. The PSR shall analyze the short term (roughly a 1992 <br /> horizon) and long term (20 year, roughly 2012) impacts <br /> upon the freeway facilities due to the combined buildout <br /> of the . Gateway Business Park, the Safeway regional <br /> warehouse, and Bay Cities truck stop projects, in <br /> addition to other anticipated cumulative growth. The PSR <br /> shall identify all specific improvements to the freeway <br /> facilities that are required to mitigate the identified <br /> growth in both the short and long term periods. <br /> d. Any short term improvements to the Patterson Pass <br /> Road/I-205 and I-58- interchanges and main line <br /> facilities which are identified in the adopted PSR as <br /> needed to mitigate the impacts of the combined Gateway <br /> Business Park, Safeway, and Bay Cities truck stop <br /> projects, and which are recommended by Caltrans staff, <br /> shall be funded by Bay Cities and other developers <br />
