The San Joaquin County <br /> Environmental Health Department(EHD) has requested additional information regarding Sections <br /> 4.5, 6.3, 6.4,6.5 and 6.6 of the Soil Suitability Study Requirements Checklist. <br /> To begin with, at the time I submitted the referenced Soil Suitability Study, I had not seen this <br /> Checklist, although I had heard about it. This list should have been made available to all consultants <br /> who conduct these studies. After a certain amount of time for review, a date should have been set by <br /> EHD in which everyone must comply with this Checklist. This was not done, and was basically <br /> "changing the rules in the middle of the game." The following is my response to each Section. <br /> Section 4.5: The water sample was taken from a hose bibb adjacent to the pressure tank. The water <br /> was allowed to run until the pump cycled three times to ensure the water in the casing was purged and <br /> true groundwater was sampled. One plastic bottle was filled to be tested for nitrate and two amber <br /> colored VOA bottles with a preservative were filled to be tested for DBCP and EDB. This is indicated <br /> on the Chain of Custody (COC) form. The water was filled to the very top of the VOA bottles so there <br /> was no air space within the head space. The samples were placed in a cooled ice chest and transported <br /> directly to A&L Western Agricultural Laboratories in Modesto. The time of sampling and the time of <br /> submittal to the lab is shown on the COC. <br /> Section 6.3: Form EHD42-02-0028/7/02 describes the Percolation Test Procedure in very clearly. The <br /> depth and dimensions of the perc holes are stated on the Field Perc Test Form and the date is specified <br /> in paragraph 3, Page 2. The time of borings were 1030 PST. It took approximately 25 turns of a 4" <br /> hand auger to drill each of the borings 42 inches in depth. The Test Procedure states "Pre-soak Test <br /> Hole 24 hours before test by adding water a minimum of 12 inches over gravel" which was done. <br /> P. O.
