PA-0800122 OF DAVID L. FERRELL. (APN: <br /> 173-181-02) (ADDRESS: 4118 E. SECTION AVE. STOCKTON, CA 95215) <br /> This project is a Use Permit application to expand an existing group care facility from 6 <br /> residents up to a maximum of 24 residents within an existing 3,720 square foot single family <br /> residence. The Use Type is Group Care-Large. This use type refers to facilities authorized, <br /> certified, or licensed by the State of California to provide nonmedical care and supervision to <br /> adults or to dependent and neglected children. The applicant has stated that the group care <br /> home will be for substance abusers. <br /> The zoning is R-L (Low Density Residential) with a General Plan Designation of R/L (Low <br /> Density Residential). The project is located on the south side of Section Avenue, 100 feet east <br /> of Oro Avenue, east of Stockton. <br /> The Community Development Department has reviewed this application and has the following <br /> comments: <br /> Background <br /> The applicant has an approved business license (No. BL-0700172) which permits a maximum of <br /> 6 residents. A group care facility of seven or more people requires an approved conditional Use <br /> Permit in the R-L zone. <br /> Exterior Yard Area <br /> An exterior yard area is a requirement for a social care facility. (Development Title Section 9- <br /> 1030.3[a]) The exterior yard area must consist of an outdoor recreation area. (Development <br /> Title Section 9-1030.3[b])The outdoor recreation area must be a minimum of seventy-five (75) <br /> square feet per user over two (2) years of age. The project proposes up to 24 residents. The <br /> requirement for an outdoor recreation area would be 1,800 square feet. The site plan does not <br /> indicate a specific outdoor recreation area.
