Neighborhood greenbelt and park <br /> space may be used to satisfy the outdoor recreation area requirement if these alternative areas <br /> are located in immediate proximity to the facility, are appropriate for recreation, and proper <br /> insurance coverage has been obtained for them. (Section 9-1030.3(b)[2]) <br /> All outdoor recreation areas must be enclosed by walls or fences not less than six (6) feet in <br /> height. (Development Title Section 9-1030.3[c]) Should existing fencing be less than six (6) feet <br /> in height, the Review Authority may approve such alternative fencing if, upon review of adjacent <br /> uses, supervision ratios, and facility floor plans, it is determined that the existing fence height <br /> will not be detrimental to the health, safety, or welfare of facility users. The required fence must <br /> be shown on the revised site plan. <br /> Public Service Access. <br /> The applicant must develop and implement a public service access plan providing or arranging <br /> for transportation, as necessary, for group care residents or children. (Development Title <br /> Section 9-1030.3[f])The plan must specifically describe the means by which residents will gain <br /> access to bus and other public transportation routes, shopping locations, medical, dental, or <br /> other health care facilities, and government offices. This plan must be approved by the <br /> Community Development Department prior to issuance of a building permit or establishment of <br /> the use. <br /> Siting Criteria. <br /> Site approval applicants should clearly identify industrial operations within 1,000 feet of any <br /> social care services they propose to establish. (Development Title Section 9-1030.3[h]) (Ord. <br /> 3675). This information must be indicated on the revised site plan. <br /> Parking <br /> The project proposes group care for up to 24 residents. The site plan indicates seven parking <br /> spaces. Development Title Table 9-1015.3(a) requires 0.33 parking spaces per bed for the Use <br /> Type Group Care-Large. Therefore, the required number of parking spaces is 8. The applicant <br /> has requested that the parking requirement be reduced to seven due to the actual amount of <br /> traffic generated by the use. Development Title Section 9-1015.9 permits a modification of the <br /> required amount of parking. Based upon this, the parking requirement may be reduced to <br /> seven spaces, of which one must be handicapped accessible (Development Title Section 9- <br /> 1015.10). The site plan does show seven parking spaces and therefore meets the requirement. <br /> Access & Circulation <br /> Development Title Section 9-1015.5(h)(1) states, "Access driveways shall have a width of no <br /> less than twenty-five (25) feet for two-way aisles and sixteen (16) feet for one-way aisles." The <br /> submitted site plan shows a two-way driveway from Section Avenue to access the provided <br /> parking. However, the Site Plan does not show the aisle width of the driveway. The proposed <br /> project shall meet the Development Title's minimum requirement for access. Circulation patterns <br /> for ingress and egress and driveway and aisle widths must be shown on the revised site plan. <br /> Use Permit Application No. PA-0800122 is tentatively scheduled to be heard before the <br /> Planning Commission on June 5, 2008.
