Item No. 2 <br /> PC: 1-2-92 <br /> UP-91-21 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit Application No. UP-91-21 with the Findings and Conditions of Approval <br /> in the staff report. <br /> FINDINGS <br /> 1. The establishment, maintenance, and operation of the use does not conflict with the General Plan. <br /> • This Finding can be made because the proposed use is consistent with the <br /> Agriculture designation of the General Plan. The proposed church facility presents <br /> no significant General Plan policy issues. <br /> 2. Adequate utilities, access roads, sanitation, drainage, and other necessary facilities have been <br /> provided, and the proposed improvements are properly related to existing and proposed streets <br /> and highways. <br /> • This Finding can be made because the project has public road frontage on Seventh <br /> Street and because all other services are already provided or will be installed as <br /> Ordinance Requirements in the Conditions of Approval. <br /> 3. The property involved is of adequate size and shape to accommodate the proposed use and all <br /> yards, building coverage, setbacks, parking areas, and other requirements of this Title. <br /> • This Finding can be made because the proposed project and site plan conform to all <br /> applicable Planning Title regulations and requirements. <br /> 4. Issuance of the permit will not be significantly dei.,mental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • This Finding can be made because the Initial Study prepared for UP-91-21 found that <br /> the project would not be incompatible with surrounding land uses and that the project <br /> would not result in significant, adverse environmental impacts. <br />
