I <br /> Rick Griffin -2- <br /> COMMUNITY DEVELOPMENT <br /> PA-1000091 (SA) <br /> 3. The Water Supply Facilities Impact Mitigation Fee shall be required for this development. The fee is due and <br /> PP Y p g q p <br /> payable prior to issuance of the building permit. The fee shall be automatically increased on January 1 of each <br /> year through the year 2015 at the rate of 4.55 percent.The fee will be based on the current schedule at the time <br /> of payment. (Development Title Section 9-818.4 and Resolutions R-91-327, R-94-185 and R-97-5) <br /> 4. A copy of the Final Site Plan shall be submitted prior to release of building permit. <br /> 5. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has met the <br /> requirements of the Waste Plan Format for Development Projects. Final Site Pian is required upon submittal <br /> -----of-verification. -- -._..._-- -- ___r_ ---_---- — <br /> 6. The storm water drainage pattern shall be shown on the Final Site Plan. The developer shall provide drainage <br /> facilities and meet the requirements of San Joaquin County Development Standards to prevent the increased <br /> runoff release rate of storm water from discharging onto other properties and to prevent offsite sediment <br /> i transport. Retention basins shall be fenced with six(6)foot high chain link fence or equal when the maximum <br /> design depth is 18 inches or more. Required retention basin capacity(including improvements from 1992) <br /> shall be calculated by a registered civil engineer, licensed contractor or licensed architect prior to release of <br /> Building Permit. (Development Title Section 9-1135) <br /> 7. The project shall follow the practices in the County"Small Site Storm WaterManagementPlan." <br /> 8. All new construction and substantial improvement of any structure shall have the lowest floor, including the <br /> basement(if applicable),.elevated a minimum of two feet(2') above the highest immediate adjacent natural <br /> grade. Upon completion of the structure,the elevation of the finished floor, including the basement(if <br /> applicable), shall be certified by a registered civil engineer or licensed land surveyor.,As an alternative,non- <br /> residential construction together with attendant utility and sanitary facilities shall: <br /> (a) Be flood-proofed so that at least one foot(1')'above the one-hundred(100)year flood level, <br /> the structure is watertight with walls substantially impermeable to the passage of water; <br /> (b) Have structural components impermeable to the passage of water; <br /> (c) Have structural components capable of resisting hydrostatic and hydrodynamic loads and <br /> effect of buoyancy; and <br /> (d) Be certified by a registered civil engineer or registered architect as having satisfied the <br /> standards of this subsection. Such certification shall be provided to the Floodplain <br /> Administrator. <br /> Informational Notes: <br /> (i.) This property is subject to the requirements of San Joaquin County Mosquito&Vector Control District(209- <br /> 982-4675)and the California Health and Safety Code for the prevention of mosquitoes.Best Management <br /> Practices(BMP)guidelines for storm water devices,ponds and wetlands are available. <br /> (ii.)
