The <br /> project is not contiguous or within the boundaries of the Water District and, <br /> prior to service, annexation would be required. <br /> The project is located within the ultimate service area of the water and <br /> sewer systems of the District, but service cannot be provided until the water <br /> and sewer systems are extended northerly from Lathrop Road and the Master Plan <br /> facilities are implemented. Water service would be available upon the northerly <br /> extension of a planned 16" water main and the relocation and replacement of the <br /> existing 50,000 gallon elevated storage tank by a 500,000 gallon elevated <br /> storage tank. Sewer service would be available upon the northerly extension of <br /> a planned sewer collector system and Lathrop's ability to acquire additional <br /> treatment plant capacity from planned enlargements of the Manteca Regional <br /> Wastewater Control Facility. <br /> The phasing and financial participation to provide water and sewer <br /> extensions to serve the project would have to be coordinated with the develop- <br /> ment of the proposed Valley Haven subdivision and the proposed residential <br /> development under Application Nos. GP-89-10/ZR-89-12. Because water flow and <br /> sewage flow requirements for the project have not been provided, it is difficult <br /> to state that service can be provided in the future or to outline in detail the <br /> requirements for such future service. <br /> (Cont'd.) <br />
