• 2.1 Zoning <br /> The San Joaquin County Community Development Department web site states <br /> that the Site is zoned AG-40, general agriculture with a minimum parcel size of <br /> 40 acres. This zoning designation "is established to preserve agricultural lands <br /> for the continuation of commercial agricultural enterprises." <br /> 2.2_ Proposed Development <br /> A minor subdivision is proposed to divide the Site into a five-acre homesite parcel <br /> and a 52-acre designated remainder (Plate 3). Mr. Horsley indicated that no ! 2� <br /> changes to the use of the Site are planned. <br /> 2.3 _Topography <br /> A recent U.S. Geological Survey 7.5-minute topographic map was obtained from <br /> the San Joaquin County District Viewer. In the map, the Site is depicted as flat <br /> land located at approximately 95 to 98 feet above mean sea level. This map is <br /> included as Plate 4 in Appendix 1. <br /> 3.0 HISTORICAL RESEARCH <br /> • 3.1 Aerial Photographs 3 <br /> Live Oak reviewed aerial photographs of the Site provided by the San Joaquin <br /> County Surveyor's Office in Stockton, California. The available photographs <br /> were dated 1937, 1952, 1963, and 1975. Four additional photographs, dated <br /> October 1998, May 2004, September 2008, and June 2014, were obtained from <br /> the San Joaquin County District Viewer. <br /> In the 1937 photo, the Site appears to be orchard. Three or more structures are <br /> located on the parcel carved from the western side of the Site. The surrounding <br /> properties appear to be orchards to the west and open, agricultural land in all <br /> other directions. A few rural residences are located along Stanley Road. <br /> In the 1952 and 1963 photos, no significant changes are apparent. <br /> In the 1975 photo, the adjacent property to the south now appears to be an <br /> orchard. <br /> In the 1998 photo, the adjacent property to the north now appears to be an <br /> orchard. <br /> In the 2004 photo, a house can be seen in the southwest quarter of the Site.
