1. INTRODUCTION AND PROPOSED DEVELOPMENT
This Surface and Subsurface Contamination Report(SSCR) contains the results of my findings for
property located on Steinegul Road near Escalon, California. This report was prepared exclusively
for Mr. &Mrs. William and Rita Sorrenti and the San Joaquin County Environmental Health
Department(EHD). The purpose of this study was to investigate and identify real or potential
surface and subsurface contamination existing within the entire subject property and report the
findings to the Client and the Environmental Health Department.
According to the San Joaquin County Development Title, a Surface and Subsurface Contamination
Report is required at the time of Tentative Map submittal. The San Joaquin County Development
Title, Section 9-905.12 (a) states"A Surface and Subsurface Contamination Report shall identify any
potential sources of surface and subsurface contamination caused by past or current land uses." The
report shall include evaluation of nonpoint sources of hazardous materials including agricultural
chemical residues and nitrate concentrations in the underlying groundwater. Potential point sources
include Leaking Underground Fuel Tanks (LUFTs), septic systems, agrichemical applications and
electrical transformers. No chemical analysis was conducted for this investigation, nor was there an
inspection of any surrounding buildings for asbestos containing materials (ACMs).
Interpretation of County Ordinance Section 9-905.12 (a)has been to focus on the subject property
exclusively, unless it is documented or observed that an environmental concern in proximity to the
subject property could potentially affect said property.
i \ J
§ 1.1, § 1.2. The property subdivision is illustrated on the Tentative Parcel Map found in'Appendix
A. The subject parcel composing this project and assessed for this report, has also been outlined-on
the San Joaqiiiiq County Parcel Viewer Map. The project description is as follows: To divide 6.8.36
acres into six Parcels. Parcels 1 through 5 are to be approximately 10 acres, with Parcel 6 to'be
approximately 15 acres. Stormwater drainage is to be on-site and the property is in a Flood Zone to
be determined by Giuliani & Kull. It is assumed that residential structures will be built on one or
more of the anticipated subject Parcels in the future.
This Surface and Subsurface Contamination approaches, but does not completely encompass the
requirements of a Phase I Environmental Site Assessment(ESA) as promulgated by the American
Society of Testing and Materials(ASTM E-1527-00). The Environmental Health Department
recognizes that the Surface and Subsurface Contamination Report is not intended to completely fulfill
the requirements of the Phase I ESA. The Department does however, maintain that certain components
of the Phase I ESA must be applicable to the SSCR, as follows:
Section 7.1.7 of the ASTM Document states under"Sources of Standard Source Information,"that
"information or other record information from government agencies may be obtained directly from
appropriate government agencies or from commercial services.
2
Chesney Consulting
