Regulation VIII is a series of rules designed to reduce emissions of PM-10 <br /> resulting from human activity and is required. A synopsis highlighting many of the <br /> requirements of this regulation has been enclosed. <br /> The operation of the proposed dairy is exempt from District permitting and regulatory <br /> requirements (including Regulation VIII). The District, therefore, has no discretionary <br /> authority over the operation of this facility. However, we recommend that the applicant <br /> incorporate as many air quality control measures into the overall project design as possible <br /> to help in achieving the District's mandated emission reductions and air quality goals. <br /> There are a number of mitigation measures that could be incorporated in the design and <br /> development of this project to reduce the project's overall level of emissions. These <br /> measures are recommended, but are not required by the District. (Note' Some of the <br /> mitigation measures may already exist as County development standards. All other <br /> measures should be implemented to the maximum extent feasible.) Please note that this <br /> list should not be considered all-inclusive. The District encourages innovation in measures <br /> to reduce air quality impacts. <br /> 1. Dust control measures should be implemented during operational activities. Any <br /> unpaved areas subject to vehicle traffic, including driveways covered with base rock, <br /> may result in the creation of dust during prolonged dry periods. Any areas subject to <br /> these conditions may require frequent watering or application of a dust palliative. <br /> David L.
