The proposed map is consistent with applicable General and <br /> Specific Plans. <br /> This Finding cannot be made because the owner does not <br /> qualify as an owner-operator. He has not provided <br /> evidence showing that he currently is operating the site, <br /> as required by the agricultural homesite supplement to <br /> the Minor Subdivision application. <br /> 2 . The design or improvement of the proposed division is <br /> consistent with applicable General and Specific Plans. <br /> This Finding cannot be made because the owner does not <br /> qualify as an owner-operator. He has not provided <br /> evidence showing that he currently is operating the site, <br /> as required by the agricultural homesite supplement to <br /> the Minor Subdivision application. <br /> 3 . The site is physically suitable for the type of development. <br /> This Finding can be made because the site is large enough <br /> for a single-family residence, and there are no known <br /> hazards. <br /> 4 . The site is physically suitable for the proposed density of <br /> development. <br /> This Finding can be made because each lot is adequately <br /> sized to meet area, width, and setback requirements. <br /> 5 . The design of the subdivision or the proposed improvements are <br /> not likely to cause substantial environmental damage or <br /> substantially and avoidably injure fish or wildlife or their <br /> habitat. <br /> This Finding can be made. The Initial Study prepared for <br /> this project did not identify any rare or endangered <br /> species or habitats or other substantial, adverse <br /> environmental effects. <br />
