August 16, 2004
NOA Project Number: E04095A
conducting a Surface/Subsurface Contamination Report for a parcel of property is to identify
recognized environmental conditions. According to ASTM Standard E 1527-00,paragraph 1.1.1,
the term recognized environmental conditions means "...the presence or likely presence of any
hazardous substances or petroleum products on a property under conditions that indicate an
existing release, a past release, or a material threat of a release of any hazardous substances or
petroleum products into structures on the property or into the ground, groundwater, or surface
6. water of the property."
This Surface/Subsurface Contamination Report discusses all work performed by NOA to date
6. with regard to this project. The principal findings are outlined throughout the body of this text
and are summarized in the conclusion of this report.
L This report has been formatted to correspond to the San Joaquin County Environmental Health
Department's Surface and Subsurface Contamination Report Requirement Checklist, dated July 14,
2003.
1.0 INTRODUCTION AND PROPOSED DEVELOPMENT
1.1 Description of Site
- The subject property is located south of Sycamore Slough within the Terminous tract,
approximately seven miles west of Lodi, California. Access to the property is through a series
of unnamed dirt roads. The subject property is a 275-acre parcel, roughly rectangular in shape,
whose northern boundary is defined by Sycamore Slough. The property consists of agricultural
land which is currently being used to grow corn and sugar beets. A labor camp with a bunk
` house, two residences, a mobile home, and several barns, garages, and sheds is located in the
northeast corner of the subject property. Dr.Robinsonurchased the subject property in April
of this year.
L
According to the San Joaquin County Community Development Department web site, the
subject property is zoned AG-40, general agriculture with a minimum parcel size of 40 acres.
This zoning designation "is established to preserve agricultural lands for the continuation of
commercial agricultural enterprises" (www.co.san-joaquin.ca.us, 2004).
Location maps of the subject property are attached to this report as Appendix A. Photographs
of the subject property are attached to this report as Appendix B.
2
