Recommendations <br /> Action <br /> It is recommended that the Planning Commission' <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit Application No. PA-0800350 with the Findings,Williamson Act Compatibility <br /> Principles and Conditions of Approval contained in the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> This finding can be made because the Use Type: Wineries and Wine Cellars, Winery- Large <br /> may be conditionally permitted in the AG40 zone (General Agriculture, 40-acre minimum) <br /> with an approved Use Permit application. The project site has a General Plan designation of <br /> AIG (General Agriculture) and is within an agriculturally developed area. There are no <br /> applicable Master Plans, Specific Plans, Special Purpose Plans, or any other applicable <br /> plans which are within the vicinity of this project. <br /> 2 Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> This finding can be made because the applicant has sufficient access to water with an on- <br /> site well. Sewer will be maintained with a septic system. Stormdrainage will remain on-site. <br /> A wastewater connection to the City of Lodi receives wastes from the winemaking process. <br /> Furthermore, adequate roadway access and parking have been provided. <br /> 3 The site is physically suitable for the type of development and for the intensity of development. <br /> This finding can be made because the proposed project site of 4.5 acres, being a portion of <br /> the 80-acre parcel, is of adequate size and shape to accommodate the proposed use and <br /> all yards, building coverage, setbacks and other requirements of the Development Title. <br /> The Site Plan demonstrates that there is sufficient area for parking and circulation and is <br /> in compliance with the Development Title Section 9-1015. The modification of the parking <br /> requirement can be accommodated on the project site due to the number of employees <br /> and the marketing events and winery operations occurring at differing times. <br /> 4.
