Highway 12 <br /> Lodi, CA 95242 <br /> REQUEST FOR REPORT OF WASTE DISCHARGE, VAN RVITEN— TAYLOR WINERY, LODI, <br /> SANJOAQUIN COUNTY <br /> On 21 November 2001 the Regional Board received a Complaint Investigation Form prepared by the San <br /> Joaquin County Environmental Health Department that describes improper industrial wastewater disposal <br /> practices observed on 5 November 2001. Winery wastewater contains chemicals that can degrade surface <br /> and groundwater quality if not properly handled and disposed of. <br /> California Water Code (CWC) Section 13260 requires dischargers to submit a Report of Waste Discharge <br /> (RWD) at least 120 days prior to discharging wastewater. Van Ruiten—Taylor Winery is operating <br /> without Waste Discharge Requirements (WDRs), therefore the winery wastewater discharge is a violation <br /> of CWC 13260 and exposes the discharger to enforcement actions, including fines. To correct this <br /> situation, you must submit an RAID. Regional Board staff will then prepare tentative WDRs for the <br /> Regional Board's consideration. By 19 February 2002, Van Ruiten—Taylor Winery shall submit an <br /> RWD. <br /> This letter constitutes a formal request for an RWD for the Van Ruiten—Taylor Winery facility. An <br /> RWD consists of the Form 200 Application/Report of Waste Discharge General Information (enclosed), a <br /> filing fee, and the answers to the Additional Questions. The answers to the additional questions shall be <br /> prepared in a technical report by a California Registered Engineer. The technical report, at a minimum, <br /> shall address the Additional Questions; it shall also include any additional information required to explain <br /> the site specific processes. <br /> The filing fee is based on the threat and complexity of the discharge, as described in the enclosed filing <br /> fee schedule. We have determined that this discharge is categorized as 2B, with a$1,200 annual fee. <br /> Therefore, the RWD is to include a$1,200 check, made payable to the State Water Resources Control <br /> Board. <br /> California Environmental Protection Agency <br /> Qd Recycled Paper <br /> The energy challenge facing California is real.
