California Regional Water Quality Control Board
Central Valley Region A Fr
Winston H.Hickox Robert Schneider,Chair
Secretaryjor Gray Davis
ecranryor Sacramento Main Office Governor
Protection Intemet Address: http://w .swrcb.ca.gov/—mggb5
3443 Routier Road,Suite A,Sacramento,California 95827-3003
Phone(916)255-3000•FAX(916)255-3015
29 November 2001
Rodger Davis
Van Ruiten—Taylor Winery
340 W. Highway 12
Lodi, CA 95242
REQUEST FOR REPORT OF WASTE DISCHARGE, VAN RVITEN— TAYLOR WINERY, LODI,
SANJOAQUIN COUNTY
On 21 November 2001 the Regional Board received a Complaint Investigation Form prepared by the San
Joaquin County Environmental Health Department that describes improper industrial wastewater disposal
practices observed on 5 November 2001. Winery wastewater contains chemicals that can degrade surface
and groundwater quality if not properly handled and disposed of.
California Water Code (CWC) Section 13260 requires dischargers to submit a Report of Waste Discharge
(RWD) at least 120 days prior to discharging wastewater. Van Ruiten—Taylor Winery is operating
without Waste Discharge Requirements (WDRs), therefore the winery wastewater discharge is a violation
of CWC 13260 and exposes the discharger to enforcement actions, including fines. To correct this
situation, you must submit an RAID. Regional Board staff will then prepare tentative WDRs for the
Regional Board's consideration. By 19 February 2002, Van Ruiten—Taylor Winery shall submit an
RWD.
This letter constitutes a formal request for an RWD for the Van Ruiten—Taylor Winery facility. An
RWD consists of the Form 200 Application/Report of Waste Discharge General Information (enclosed), a
filing fee, and the answers to the Additional Questions. The answers to the additional questions shall be
prepared in a technical report by a California Registered Engineer. The technical report, at a minimum,
shall address the Additional Questions; it shall also include any additional information required to explain
the site specific processes.
The filing fee is based on the threat and complexity of the discharge, as described in the enclosed filing
fee schedule. We have determined that this discharge is categorized as 2B, with a$1,200 annual fee.
Therefore, the RWD is to include a$1,200 check, made payable to the State Water Resources Control
Board.
California Environmental Protection Agency
Qd Recycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can reduce demand and cut your energy costs,we our Web-site at http://www.swrcb.ca.gov/mgcb5
