Verification shall be obtained from the Solid Waste Division(468-3066)that this <br /> developmenthas addressed the items on the attached Waste Plan Format for Development <br /> Projects. <br /> 3. PUBLIC HEALTH SERVICES <br /> a_ Submit plans for a sewage treatment plant for the entire developmentto the Environmental <br /> Health Division for approval. A Registered Engineer must design and sign the plans. <br /> (Development Title Section 9-1105.2) <br /> b. A soil suitability study/nitrate loading study which indicates that the area is suitable for a <br /> disposal field must be performed prior to acceptance of the application,as required by <br /> i Development Title Secrtion 9-1105.2(d). A review fee of$390.00 must be paid at the time of <br /> submittal to the Environmental Health Division. <br /> C. The sewage disposal system shall comply with the on-site sewage standardsof San <br /> t Joaquin County prior to approval. A percolation test that meets absorption rates of the <br /> manual of septic tank practice or the EPA Design Manual for on-site waste water treatment <br /> i and disposal systems is required for each parcel. A permitfee of$78.00 per percolation <br /> hole is required. <br /> d. Connectto an approved publicwater supply system as required by Development Title <br />` Section 9-1120.2. <br /> r <br /> (1) A test well will be required to meet the following: <br /> A. Water quality shall be tested to meet Title 22, CCR(Safe Drinking Water <br /> Act), requirements. <br /> B. Water quantity shall be tested to show an adequate source. <br /> C. Test results shall be approved by the Environmental Health Division and <br /> the Department of Public Works prior to final approval of improvement <br /> plans. <br /> 4. CALIFORNIA DEPARTMENT OF TRANSPORTATION <br /> a. Caltrans requires dedication of 15.24 meters from the centerline of Highway 12,with <br /> paveout to 38 feet. <br /> b. A left-turn channelization should be considered at the identified access. <br /> C. An encroachment permit will be needed. The applicants shall include the affected portion of <br /> the State right-of-way in their environmental studies. This avoids the.delay of a separate <br /> environmental review for the encroachment permit. The applicants should review the need <br /> for cultural resource,biological resource,and hazardous waste studies in Caltrans'right-of-- <br /> way. Review agencies and interest groups frequently challenge Caltrans'permits on these <br /> issues. Please provide Caltrans with either(1)appropriate studies done by qualified <br /> professional staff or(2)the rationale for the CEQA determination that these issues are not of <br /> concern in the State right-of-way. This will expedite our review of the encroachment permit. <br /> d. Final Conditions of Approval on the proposed development should be forwarded to Caltrans <br /> District Planning in order to monitor approved local development and implementation of <br /> agreed upon mitigation measures. <br /> Conditions of Approval -3- UP-99-2 <br />
