If both applications are approved the applicant will still be required to obtain a <br /> discretionary Use Permit application to develop the property for a Truck Terminal facility. <br /> The use type Truck Sales and Services - Terminals may be conditionally permitted in the <br /> I-T zone with an approved Use Permit (Development Title Section 9-505.2) <br /> General Plan Policies <br /> Volume I Policy 2. (c) Truck Terminals (pg IV-33 & 34): <br /> (1) Function: provide a location in areas outside of urban communities in close <br /> proximity to freeways to transfer goods from large freight trucks to smaller trucks <br /> for local distribution or to consolidate small loads to large freight trucks for <br /> delivery to distant locations, and for the hauling and storage of uncontainerized <br /> materials. <br /> (2) Typical Uses: Truck terminals. Terminal facilities include a loading dock; <br /> yard/apron for maneuvering; and space for parking tractor trailers, and employee <br /> vehicles. Terminal facilities may include office space, repair and maintenance <br /> facilities, refueling facilities, storage facilities, containers for unpackaged <br /> materials, and railroad sidings. <br /> (3) Development and Locational Criteria. Truck Terminals shall: <br /> (a) be considered for designation on the General Plan 2010 Map only <br /> when a specific development proposal has been submitted; <br /> • A Use Permit application must include a specific development <br /> proposal. <br /> (b) be outside of the path of urban development for the planning period of <br /> the General Plan; <br /> • The proposal appears to be consistent with this policy. <br /> (c) be located on a Minor Arterial or higher classification roadway or <br /> frontage road and within one road mile of a freeway interchange and <br /> is not contiguous or adjacent to property designated for residential or <br /> commercial development; <br /> ■ The proposed project site is located on State Route 12, a higher <br /> classification roadway, and within one road mile of Interstate 5. <br /> (d) provide for acceleration and deceleration lanes or other traffic control <br /> devices determined to be necessary by Public Works; <br /> • At the time a full Use Permit application is submitted these criteria <br /> will have to be met and reviewed by Public Works. <br /> 2 <br />
