Analysis <br /> Background <br /> The applicant has an existing Truck Terminal facility east of the project site and is located southeast of Flag City, <br /> LLP. At this time, no design and layout of the proposed truck terminal has been submitted. However, the <br /> applicant has stated this project will be a new Truck Terminal facility and not an expansion of the existing site. <br /> The underlying use of the site is to allow for improved structures and docks for large freight trucks. <br /> General Plan Policies <br /> In order to approve the General Plan Amendment (PA-0400620), the Board of Supervisors must <br /> determine that the internal consistency of the General Plan is maintained in the adoption of the proposed <br /> General Plan Amendment (Development Title Section 9-803.4). The proposed change must be consistent <br /> with all of the various General Plan goals, policies, objectives, and implementation measures. <br /> General Plan Volume I, Policy 2. (c)Truck Terminals (pq IV-33 & 34): <br /> (1) Function: provide a location in areas outside of urban communities in close proximity to freeways <br /> to transfer goods from large freight trucks to smaller trucks for local distribution or to consolidate <br /> small loads to large freight trucks for delivery to distant locations, and for the hauling and storage <br /> of uncontainerized materials. <br /> (2) Typical Uses: Truck terminals. Terminal facilities include a loading dock; yard/apron for <br /> maneuvering; and space for parking tractor trailers, and employee vehicles. Terminal facilities <br /> may include office space, repair and maintenance facilities, refueling facilities, storage facilities, <br /> containers for unpackaged materials, and railroad sidings. <br /> (3) Development and Locational Criteria. Truck Terminals shall: <br /> (a) be considered for designation on the General Plan 2010 Map only when a specific <br /> development proposal has been submitted; <br /> (b) be outside of the path of urban development for the planning period of the General <br /> Plan; <br /> (c) be located on a Minor Arterial or higher classification roadway or frontage road and <br /> within one road mile of a freeway interchange and is not contiguous or adjacent to <br /> property designated for residential or commercial development; <br /> (d) provide for acceleration and deceleration lanes or other traffic control devices <br /> determined to be necessary by Public Works; <br /> (e) be developed so that all truck activities are conduced within the confines of the <br /> terminal property with screening from adjacent property; <br /> (f) provide screening, landscaping, and buffers to the road and adjacent land uses; <br /> (g) be developed so there is adequate room to allow for easy maneuvering of trucks in <br /> and out of the terminal and in and out of the docks, and parking for both the trucks <br /> and employee vehicles, and <br /> San Joaquin County PA-0400620, PA-0500025/Alegre <br /> Community Development Page 3 <br />
