August 31, 2004 <br /> NOA Project Number: E04060A � a1 t <br /> 4 <br /> 1.1 Site Description <br /> a <br /> _ rr� <br /> The Assessor Parcel Numbers for the Site are 55-160-22, 23 24, 25 43 and 44. The county <br /> application number has not yet been assigned. Accor ing to the San Joaquin County <br /> Assessors Parcel Map, the Site is 44.59 acres in size (Plate 1). One single-family residence and <br /> one large agricultural building are located in the northwest corner of the Site. Parcels 43 and <br /> 44 make up an old railroad easement which has been converted into an access road. The <br /> remainder of the Site is planted with corn. <br /> The elevation of the Site, according to a United States Geologic Survey topographic map, is <br /> approximately 13 to 14 feet above mean sea level. The Site is relatively flat but located in a <br /> region with a slight grade of approximately seven feet per mile down to the west. <br /> 1.2 Zoning Information <br /> According to San Joaquin Community Development Department, the Site is zoned AG-40, <br /> limited agriculture with a minimum parcel size of 40 acres. This zoning designation "is <br /> established to preserve agricultural lands for the continuation of commercial agricultural <br /> enterprises" (www.co.san-joaquin.ca.us, 2004). <br /> 1.3 Proposed Development <br /> The project consists of developing the site into a commercial trucking facility. Mr. Alegre has <br /> not yet determined the specific details of the project. He intends to keep the existing <br /> residence on the Site and expects that development will take place in stages (personal <br /> communication, August 26, 2004). <br /> 2.0 PRESENT AND PAST USES OF THE SITE AND VICINITY <br /> 2.1 Site Use <br /> One residence and one large shop building are located on the Site (Plate 1). A paved driveway <br /> leads from the eastern side of the property to the two structures. The property can be <br /> accessed from Highway 12 both at the far east and near the residence. One residential well is <br /> located near the residential area. An agricultural well is located near the northeast corner of <br /> the Site. According to Mr. Alegre, the residence has a septic system which serves the shop <br /> building as well (personal communication, August 26, 2004). <br /> I <br />
