Conditions <br /> Use Permit application No. 1300168 was approved by the San Joaquin County Planning <br /> Commission on December 18, 2014. The effective date of approval is December 28, 2014. This <br /> approval will expire on June 28, 2016, which is 18 months from the effective date of approval, <br /> unless (1) all Conditions of Approval have been complied with, (2) all necessary building permits <br /> have been issued and remain in force, and (3) all necessary permits from other agencies have been <br /> issued and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be <br /> fulfilled prior to the establishment of the use and the issuance of any building permits. Those <br /> Conditions followed by a Section Number have been identified as Ordinance requirements <br /> pertinent to this application. Ordinance requirements cannot be modified, and other Ordinance <br /> requirements may apply. <br /> 1) COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: John Funderburg, [2091468-3160) <br /> a) BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT'. The Site <br /> Plan required as a part of the building permit must be prepared by a registered civil engineer or <br /> licensed architect. This Plan must show drainage, driveway access details including gates, on-site <br /> parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE <br /> PLAN CHECK LIST' for details). A fee is required for the Site Plan review. (Development Title <br /> Section 9-884) <br /> (1) Occupancy or use of any and all buildings on the site is not allowed prior to obtaining <br /> building permits for all of the structures and obtaining an approved final inspection. <br /> Building permits for all buildings must be obtained within 45-days of approval by the <br /> Planning Commission. <br /> b) APPROVED USE: This approval is for the establishment of a truck terminal facility for thirty (30) <br /> trucks and sixty (60) trailers and a construction services heavy equipment facility and material <br /> storage yard. The project includes the conversion of an existing 3,600 square foot residence into <br /> an office/operations building, a 600 square foot office building, conversion of an existing 5,100 <br /> square foot shop/storage building to a truck maintenance and repair building, a 1,600 square foot <br /> office/operations building, and a construction services heavy equipment and material storage yard <br /> as shown on the revised site plan dated November 26, 2014. (Use Types: Truck Sales and <br /> Services-Terminals; Construction Services-Heavy) <br /> (1) The Construction Services Heavy Equipment Facility and material storage yard shall not <br /> exceed thirty-three and one third percent (33 1/3%) of the project area devoted to the <br /> Truck Terminal operation. (Development Title Section 9-505.6(g). <br /> (2) The proposed maintenance and repair shop shall only be used by trucks at this location <br /> and not open to the public. <br /> c) CAPITAL FACILITY FEE: This project may be subject to the Capital Facility Fee. If the Capital <br /> Facility Fee is applicable, the County shall collect the fees before the issuance of any building <br /> permits. (Development Title Section 9-1245.2) <br /> d) PARKING: Off-street parking shall be provided and comply with the following: <br /> (1) All storage areas, including areas for trailers and heavy equipment, shall be surfaced with a <br /> minimum of two inches asphalt concrete grindings over six-inches of aggregate base to <br /> provide a durable, dust free surface.
