The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> of the EPA Design Manual for on-site waste water treatment and disposal systems is required for <br /> each parcel. A permit fee of$95.00 per percolation hole is required. <br /> b The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP)and <br /> nitrates prior to the issuance of building permits. Samples are to be taken and analyzed by a State <br /> approved laboratory. (Development Title Section 9-1115.7) <br /> c. State on revised site plans the maximum number of employees and customers the sewage disposal <br /> system is being designed for. In addition, show on revised plans that the leach field area will be <br /> barricaded so that it cannot be driven over, parked on, or used as a storage area. This leach field <br /> area must be used for that specific purpose only, and it cannot contain any underground utility lines <br /> (Development Title Section 9-1140.4[c][5]). In addition, the revised site plan shall incorporate the <br /> 100 percent designed sewage disposal replacement area. <br /> d. Construction of an individual sewage disposal system under permit and inspection by Environmental <br /> Health is required at the time of development. (Development Title Sections 9-1110.3 and 9-1110.4) <br /> e. Construct water wells under permit and inspection by Environmental Health prior to occupancy. <br /> Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the number <br /> of service connections exceed four, a yearly permit to operate a public water system will be required <br /> by Environmental Health. (Development Title Sections 9-1120.2 and 9-1115.9) <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure the <br /> delivery of pure, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> f. Any geotechnical drilling shall be conducted under permit and inspection by Environmental Health. <br /> (Development Title Sections 9-1115.3 and 9-1115.6) <br /> 4, AIR POLLLUTION CONTROL DISTRICT(Staff Contact: Peter Biscay, 559-230-5842) <br /> a. RULE 4641 (Cutback, Slow Cure, and Emulsified Asphalt, Paving, and Maintenance <br /> Operations): If asphalt paving will be used, then paving operations of this project will be subject to <br /> Rule 4641. This rule applies to the manufacture and use of cutback asphalt, slow cure asphalt, and <br /> emulsified asphalt for paving and maintenance operations. <br /> b. RULE 9510(Indirect Source Review): This rule was adopted to reduce the impacts of growth in <br /> emissions from all new development in the San Joaquin Valley. Rule 9510 requires applicants <br /> subject to the rule to provide information that enables the District to quantify construction, area, and <br /> operational PM10 and NOx emissions and potentially mitigate a portion of those emissions. Rule <br /> 9510 requires construction exhaust emissions to be reduced by 33.3 percent for NOx and 50 percent <br /> for PM 10 when compared to the Statewide fleet average. An application must be filed with the <br /> District no later than concurrent with application with a local agency for the final discretionary <br /> approval.
