Surface and Subsurface Contamination Report 1rrcon
6671 & 7101 E. Highway 12 ■ Lodi, California
September 22, 2015 ■Terracon Project No. NA157033
According to the Agricultural Commissioner, when a chemical for which a permit has been
issued is applied to a field, the use report must be filed with the Agricultural Commissioner. The
use reports do not include chemicals for which a permit is not required.9
The EPA's Restricted Use Products (RUP) Report 10 was searched for the chemicals reportedly
applied to the site. Based on this source, it appears that, of the agricultural chemicals
reportedly applied to the site, only those containing abamectin and paraquat dichloride are
RUPs. The U.C. Davis Extension Toxicology Network (EXTOXNET) web site" and the
Pesticide Management Education Program (PMEP) at Cornell University web site 12 were
consulted for additional information on these chemicals.
Abamectin
According to EXTOXNET, Abamectin is a general Use Pesticide (GUP), classified as a toxicity
class IV, practically nontoxic. Abamectin is insecticidal/miticidal compound derived from the soil
bacterium Streptomyces avermitilis. Abamectin is highly toxic to insects and fish and may be
highly toxic to mammals. Abamectin undergoes rapid photo degradation with half-lives of seven
days to 60 days in soil dependent on sun exposure and 12 hours in water.
Paraquat Dichloride
According to EXTOXNET, paraquat is a quaternary nitrogen herbicide classified as an RUP and
a highly toxic compound in EPA toxicity class I. Many cases of illness and/or death have been
reported in humans. The compound is moderately toxic to birds and many aquatic organisms.
The chemical is highly persistent in the soil environment, with reported field half-lives of greater
than 1000 days. Studies have shown the half-life in water to be as fast as 13.1 hours and up to
23 weeks.
3.1.5 Water Supply and Sewage Disposal System
.Two agricultural well are located on the site. Terracon inquired of the owner and manager, as
to whether a domestic well services the residence located on the site; however, a response had
ceived by the completion of the report.
Well and septic permit files were requested from the in copies of permits
for any water wells or p fenkS nth . On septic permit O8g-383> s provided from the
EHD for the address o 71 E. Hwy 12. a perm' 'adicaY®da s is system is located east of
the modular home. There were no well permits provided from the EHD. A copy of the permit is
included in Appendix E.
3.1.6 Department of Oil. Gas. and Geothermal Resources
The California Department of Oil, Gas, and Geothermal Resources (DOGGR) online well
finder13 was reviewed for evidence of oil or gas wells on or in the vicinity of the site. No wells
are depicted within one-quarter mile of the site.
9 Personal Communication with Hazel Gallego, November 28, 2005.
10 U.S. Environmental Protection Agency(EPA),August 27, 2015, Restricted Use Products(RUP) Report.
" University of California, Davis,Extension Toxicology Network(EXTOXNET), http://extoxnet.orst.edu/ghindex.html
z Cornell University, Pesticide Management Education Program, http://pmep.cce.comell.edu/
3 California Dept. of Oil,Gas,and Geothermal Resources, http://maps conservation cigoy/doggr/index html#close
Responsive■ Resourceful ■ Reliable 6
