e. PARKING: Off-street parking shall be provided and comply with the following: <br /> (1) Alf parking spaces, driveways, and maneuvering areas shall be surfaced and permanently <br /> maintained with base material of appropriate depth and chip seal to provide a durable, dust free <br /> surface. Bumper guards shall be provided when necessary to protect adjacent structures or <br /> properties. <br /> (2) A minimum of thirty-three (33) parking spaces shall be provided, including two (2) accessible <br /> spaces, one of which shall be van accessible. Accessible spaces shall be located as close as <br /> possible to the primary entrance(C.C.R., Title 24). (2.5 spaces are required for every 1,000 feet <br /> of building area) Parking spaces may be spread out over the three(3)phases. <br /> (3) Fourteen(14)spaces are required with Phase i, <br /> (4) Fifteen additional(15)spaces are required with Phase 11; and <br /> r <br /> (5),Four(4)additional spaces are required with Phase Ill. <br /> (6) One bicycle parking rack or storage device is required for every 20 parking spaces. <br /> (Development Title Section 9-1015.7) <br /> (7) Each parking stall shall be an unobstructed rectangle, minimum nine (9) feet wide and twenty <br /> (20)feet long. (Development Title Section 9-1015.5[b]) <br /> (8) Compact parking spaces shall be a minimum seven and one-half (7112) feet wide and sixteen <br /> (16) feet long, be individually designated as a compact space, and make up no more than <br /> twenty-five(25)percent of the required spaces. (Development Title Section 9-1015.5[c]) <br /> f. LOADING: One (1) loading space shall be provided. The space shall be a minimum of 25 feet in <br /> length and 15 feet in width, and shall have a minimum height clearance of 14 feet. On-site driveways <br /> and maneuvering areas may be used in lieu of the loading space as long as maneuvering areas for <br /> delivery vehicles are provided. (Development Title Section 9-1015.6) <br /> I <br /> g. ACCESS AND CIRCULATION: The following requirements apply and shall be shown on the Site <br /> Plan: <br /> (1) Access driveways and parking aisles shall have a width of no less than twenty-five (25) feet for <br /> two-way aisles and sixteen (16)feet for one-way aisles, except that in no case shall driveways <br /> designated as fire department access be less than twenty(20)feet wide. <br /> (2) Record a separate instrument to reserve a twenty-five (25) foot access easement across the <br /> northern portion of APN: 051-030-66, to allow access to the proposed winery on APN: 051-030- <br /> 09. <br /> h. LIGHTING: Lighting shall be provided and comply with the following: <br /> (1) If the parking area is to be used at night, parking lot and security lighting shall be installed. <br /> (Development Title Section 9-1015.5[g]) <br /> (2) Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the <br /> property lines shall be permitted except onto public thoroughfares, provided, however, that such <br /> light shall not cause a hazard to motorists.
