f. PARKING: Off-street parking shall be provided and comply with the following: (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently maintained with base material of appropriate depth and chip seal to provide a durable, dust free surface. Bumper guards shall be provided when necessary to protect adjacent structures or properties. (2) A minimum of thirty-three (33) parking spaces shall be provided, including two (2) accessible spaces, one of which shall be van accessible. Accessible spaces shall be located as close as possible to the primary entrance (C.C.R., Title 24). (2.5 spaces are required for every 1,000 feet of building area) Parking spaces may be spread out over the three(3) phases. (a) Fourteen (14)spaces are required with Phase 1, (b) Fifteen additional (15)spaces are required with Phase II; and (c) Four(4)additional spaces are required with Phase III. (3) One bicycle parking rack or storage device is required for every 20 parking spaces. (Development Title Section 9-1015.7) (4) Each parking stall shall be an unobstructed rectangle, minimum nine (9) feet wide and twenty (20)feet long. (Development Title Section 9-1015.5[b]) (5) Compact parking spaces shall be a minimum seven and one-half (7112) feet wide and sixteen (16) feet long, be individually designated as a compact space, and make up no more than twenty-five(25) percent of the required spaces. (Development Title Section 9-1015.5[c]) (6) A minimum of seventeen (17) additional parking spaces, for a total of fifty J50) parking spaces shall be provided for marketing events. These spaces shall be located along the vineyard access road located north of the winery as shown on the Site Plan_dated July 30, 2007. g. LOADING: One (1) loading space shall be provided. The space shall be a minimum of 25 feet in length and 15 feet in width, and shall have a minimum height clearance of 14 feet. On-site driveways and maneuvering areas may be used in lieu of the loading space as long as maneuvering areas for delivery vehicles are provided. (Development Title Section 9-1015.6) h. ACCESS AND CIRCULATION: The following requirements apply and shall be shown on the Site Plan: (1) Access driveways and parking aisles shall have a width of no less than twenty-five (25) feet for two-way aisles and sixteen (16) feet for one-way aisles, except that in no case shall driveways designated as fire department access be less than twenty(20)feet wide. (2) Record a separate instrument to reserve a twenty-five (25) foot access easement across the northern portion of APN: 051-030-66, to allow access to the proposed winery on APN: 051-030- 09. i. LIGHTING: Lighting shall be provided and comply with the following: (1) If the parking area is to be used at night, parking lot and security lighting shall be installed.
