The beneficial uses of underlying groundwater are municipal and domestic water supply, <br /> agricultural supply, industrial service supply, and industrial process supply. <br /> 28. Water quality criteria and other applicable standards associated with the protection of surface <br /> and/or groundwater beneficial uses are as follows: <br /> Compound Units Concentrations <br /> BODS mg/1 40/801 <br /> TDS mg/1 4502 <br /> Nitrate mg/1 103/454 <br /> Sulfate 1119/1 2505 <br /> I Technological standards easily achieved with proper design and operation. <br /> 2 Agricultural Water Quality Goal <br /> 3 Primary MCL(as nitrogen). <br /> 4 Primary MCL(as nitrate). <br /> 5 Recommended upper level for Secondary MCL. <br /> 29. On 18 May 1999, the San Joaquin County Community Development Department, certified a <br /> negative declaration in accordance with the California Environmental Quality Act (CEQA) (Public <br /> Resources Code 2100, et. seq) and the State CEQA guidelines. <br /> 30. The conditional discharge as permitted herein is consistent with the antidegradation provisions of <br /> State Water Resources Control Resolution No. 68-16. Degradation of groundwater by this <br /> discharge is not permitted as it is not consistent with maximum benefit to the people of the State. <br /> Assimilative capacity is available in the underlying groundwater, and considering limited dilution, <br /> incidental percolation of waste constituents should not cause degradation. Monitoring is required to <br /> assure groundwater inside and outside of this discharge area is not degraded. <br /> 31. Section 13267(6) of California Water Code provides that: "In conducting an investigation <br /> specified in subdivision (a), the regional board may require that any person who has discharged, <br /> discharges, or is suspected of discharging, or who proposes to discharge within its region, or any <br /> citizen or domiciliary, or political agency or entity of this state who has discharged, discharges, or is <br /> suspected of discharging, or who proposes to discharge waste outside of its region that could affect <br /> the quality of the waters of the state within its region shall furnish, under penalty of perjury, <br /> technical or monitoring program reports which the board requires. The burden, including costs of <br /> these reports, shall bear a reasonable relationship to the need for the reports and the benefits to be <br /> obtained from the reports." <br /> 32. This discharge is exempt from the requirements of Consolidated Regulations for Treatment, <br /> Storage, Processing, or Disposal of Solid Waste, as set forth in Title 27, California Code of <br /> Regulations (CCR), Division 2, Subdivision 1, Section 20005, et seq., (hereinafter Title 27).
