Ms. Mo Hatef
July 23, 2009
Page 3
There appears to be no affirmative statement as to the agricultural basis for the subdivision. In fact,
the Williamson Act contract is not even discussed in the initial study. The California Environmental
Quality Act specifically provides a checklist (Appendix G) that would address the potential impacts of
the proposed project.
Approval.of the subdivision will likely allow an increase in residential development of the property that
is currently being used without such development. Based on the scale of this project we recommend
that the ND be revised to include an evaluation of the significance of impacts in terms of the project's
conflict with a Williamson Act contract, including potential growth inducement, loss of commercially
viable agricultural land and cumulative effects.
Thank you for-the opportunity to-comment on'the proposed-subdivision:->Asnoted above, th B'oard
of Supervisors is required to make findings on any subdivision of Williamson Act lands. Please
provide this Department with the date of any hearings for this particular action, and any staff reports
pertaining to it. If you have any questions concerning our comments, please contact Meri Meraz,
Environmental Planner, at (916) 324-0850.
Sincerely,
U
Dan Otis
Program Manager
Williamson Act Program
cc: State Clearinghouse
